    USDF x HIA Mutual Recognition Agreement

    This document and its contents define the mutual recognition between the United States Defense Force (herein referred to as USDF) and the Habbo Intelligence Agency (herein referred to as HIA). All policies pertaining to this document are in effect as of the 29th April 2025. This document has been drafted, finalized, and approved by the delegates of both organizations.

    Access Protocols

    As part of this agreement, the signatories agree to grant mutual access privileges to each other’s personnel within their respective platforms.

    FOR THE UNITED STATES DEFENSE FORCE (USDF):
    • USDF Commissioned Officers (O1+) and fully-fledged Office of International Security Affairs (OISA) members may enter HIA’s Headquarters through the front desk and continue via Security Check.
    • USDF members are allowed to roam freely around HIA’s headquarters except filling in the Front Desk or during Paytime, at this time, they may wait in HIA’s Cafe until “Payover” is called.
    • Members of the Office of International Security Affairs (OISA) may join HIA’s External Relations Discord.
    FOR THE HABBO INTELLIGENCE AGENCY (HIA):
    • HIA members, ranked Assistant Leadership (5iC+), and all External Relations members of any rank may gain access to USDF’s Headquarters through the Sentry and must only stay in the R&R Area or the VIP area.
    • HIA members are extended an invitation to all internal USDF events unless declared otherwise.
    • Members of HIA’s External Relations may gain access to USDF’s Foreign Affairs Server. USDF's Top Foreign Delegate (TFD) and Server Admins reserve the right to suspend anyone.
    Both parties reserve the right to deny access to any individual at their discretion, particularly regarding security concerns or policy violations.
     
    Mutual Legislative Acts

    All personnel must always respect each other's work environments and personnel. Therefore, members of each party must follow the other organization's regulations and procedures while visiting and avoid any harmful or disruptive actions.

    Anyone wishing to file a complaint against a member of the other organization may do so using USDF’s Foreign Complaint Form (FCF) and report through the organization’s respective External Affairs or Foreign Affairs team with valid evidence presented.

    In the event of violations of this agreement, the accused personnel are protected by the regulations of their respective organizations, and no punitive actions will be taken without a thorough investigation and presentation of evidence. Both parties are committed to providing proof to ensure fair and just outcomes.

    USDF must not hire nor entertain anyone present on the HIA National Punishment List. HIA must not employ any person placed on the USDF Never Rehire List or USDF's debarment list, which is located in Regulation 6: Foreign Policy and CIW-I of USDF's legislation. Any individual added to either list must be appropriately communicated between the two organizations.

    Additionally, they commit to cooperating on matters related to these concerns to uphold the integrity of this agreement. Furthermore, signatories agree to terminate employees promptly when credible evidence of their involvement has been presented
     

     
    Amendments to the Agreement

    To ensure that the terms of the mutual recognition remain relevant and effective, minor amendments may be proposed with the approval of the signatories' Top Foreign Delegates. For major changes, the consent of the 1iC, 2iC, and Top Foreign Delegate of both organizations is required. No amendments should be made without the agreement of both parties.

    Any proposed amendments must be presented in draft form to the other organization's Top Foreign Delegate for review and consideration. Their decision on the changes will be considered before making any final decisions. This process ensures that both organizations can provide input and ensure that the terms of the mutual recognition continue to serve their interests.

     
    Termination Procedures
     
    While both parties have the right to terminate this mutual recognition, our shared goal is to seek mediation and resolve any issues diplomatically. Only if mediation attempts fail will the termination of the agreement be considered. Additionally, if either organization ceases to operate, this agreement will be nullified and the mutual recognition terminated.

    The following reasons may result in the termination of the agreement:
    • Failure to adhere to either organization's foreign policy terms.
    • Closure of either organization.
    • Violation of any protocol outlined in this agreement.
    • Involvement in a conflict deemed significant enough to warrant termination by the founders of either organization.
    • Participation in a war against an ally of the other organization.
