    CHAPTER 1. THE WORKERS AND THEIR FUNDAMENTAL RIGHTS
    Subsection 1. Workers' Rights and Limitations
    The USDF is based on workers’ rights. We live by the saying, “Without workers, there is nothing.” Therefore, the rights of the workers are the superior interest of the National Security Council (NSC).

    Subsection 2. Freedom of Expression
    The workers have the right to freely express their opinions, so long as it does not, but is not limited to:
    1. Break the Habbo Way
    2. Conflict with anything within USDF's regulations, trainings, and procedures
    3. Offend anyone in the public listening space
    Subsection 3. Freedom from Discrimination
    No worker can be discriminated against, rejected, or excluded from activities, operations, etc., within USDF due to, but is not limited to:
    1. Race
    2. Religion
    3. Age (USDF requires users to be of approved Habbo age, 16+ with no exceptions.)
    4. Personal interests or hobbies (Whereas deemed appropriate and inoffensive to other Habbos.)
    5. Sexuality (LGBTQ+)
    6. Gender or Gender Expression (Note: All workers must wear uniform and clothing according to their chosen gender when enlisting to USDF. However, personnel who wish to change the gender of their Habbo avatar simply need to notify the JSIG or a member of OSD+ in order for the change to be made. Personnel are not permitted to change without a valid reason. USDF is not responsible for mis-genderings but may intervene.)
    7. Appearance (Real life or Habbo, e.g., Habbo Club, non-Habbo Club; note: all workers must submit to Regulation 2, Standing Orders for Dress.)

    9. ESL Status
    Subsection 4. Freedom of Association
    There are conditions that apply to USDF personnel who leave to create their own new military. Any USDF personnel is free to leave at any time and we do endorse the creation of new militaries. However, if this new military is considered a security risk to USDF, it may be automatically declared an enemy. These security risks include the following, but are not limited to:
    1. USDF Member whom is creating a new organization colludes with others whilst still employed.
    2. USDF Member whom is creating a new organization uses their influence to poach other members to move to another organization. (Also known as "Personnel Stealing").
    3. USDF Member whom is creating a new organization allies with a rival organization the USDF is at war with.

    CHAPTER 2. GENERAL EMPLOYMENT REGULATIONS
    Subsection 1. General Regulations
    • Personnel may not be employed at any other military or agency on Habbo. Role-playing establishments are permitted as long as they do not affect activity of the individual.
    • Abusive behaviour should be reported through the appropriate procedures.
    • Individuals that are transferring from an allied military or agency must resign from their military or agency first.
    • Hazing or bullying is strictly prohibited, and any evidence of doing so will result in an immediate demotion. (Minimum)
    • Personnel should attempt to use proper grammar & spelling.
    • Profanity is allowed, however should be kept at a minimum and it must not be directed towards others, and must not carry defamatory, offensive, or abusive words
    • You may not mute Commissioned Officers, members of OJSIG, USSOCOM, JSD, OSD, NSC and OSEAC.
    • Utilizing USDF Platforms or entering the HQ while under the influence of alcohol or any other substance is strictly prohibited.
    • Members with disabilities who need accommodations must speak to the relevant chain of command to seek them in advance. Reasonable accommodation should be given so long as they don't compromise the integrity or security of a program or office.
    • SecDef approval must be obtained before an officer can be decommissioned or have their FEAT {O} removed.
    Subsection 2. HQ Regulations - USDF Personnel
    • Obey the Habbo Way.
    • Personnel must speak English while in the HQ unless asking a civilian to speak in English.
    • Commissioned Officers and DDOs may order personnel to enter at any point.
    • Personnel ID badge must be displayed at all times. Authorized alternatives that are owned by USDF_HQ, to enter Headquarters is also permitted. Those without it must display the Friends and Supporters badge.
      • Authorized alternatives include the Top Performer badge, Platinum Service badge, Distinguished Service badge, Veteran badge, Medal of Honor badge, 12/24/36/48 month service time badges, Command badges, and the AFCSM badge. 
    • USDF personnel are allowed to sit or stand on the floors in the R&R. An Officer may direct personnel to a seat if the path becomes disruptive. They are not allowed to sit on floors anywhere else in HQ.
    • Personnel on the work floor may not stand in non-command positions (DDO, Sentry etc.)
    • Personnel may not dance, or use effects, signs, and emojis in HQ. Dancing includes the :habnam and :moonwalk commands. If the hotel announces an upcoming maintenance, personnel are briefly allowed to dance until the hotel goes down for maintenance.
    • Personnel are permitted to use NFT chat bubbles in all areas except for HQ positions and the work floor.
    • Officers on the HQ Manager badge may manage HQ at their discretion depending on circumstances and requirements by utilizing commands outlined in Procedure 1.
    • Personnel must avoid idling on stations within HQ. Idling personnel may be removed from the station by rights holders and disciplinary action may be taken for repeatedly idling on stations.
    Subsection 3. HQ Regulations - Civilians, VIP Individuals, and Foreign Entities
    • Civilians can sit on the lobby floor provided it is not restricting the flow of traffic.
    • Civilians, Allies, and VIP may speak any language they prefer as long as it's appropriate and does not disrupt HQ's flow and operations.
    • Civilians are permitted to use effects, :jump, and signs while in the lobby. Civilians may dance in the lobby as long as they are not being disruptive to HQ Operations.
    • Civilians may sit at the front row in the lobby to converse with personnel as long as it doesn't obstruct the recruitment process.
    • Civilians, Allies, and VIPs are allowed to use colored chat under the condition that it does not disrupt HQ operations. This includes NFT chat bubbles.
    Subsection 4. Office Regulations
    • JSD+ members may not assume voluntary office or team command positions (including Titans, Joint Drill Team, and Branch Councils). An exception is made when there is no other suitable candidate in which case JSD+ members may be asked to fill these positions until a candidate is appointed at the discretion of OSD.
    • All office members must provide a two (2) day notice to their respective chain of command before applying for another office. Should the application be open for less than 48 hours, a notice must be given prior to submitting an application.
    • In the event of a positional vacancy, the office director/branch chief has the right to elevate personnel in the office/branch to a higher command position within the office/branch. Should a director choose not to exhaust this option, the respective office/branch chain of command must open applications to eligible candidates within 24 hours of the vacancy date. Once a suitable candidate has been found and cleared for appointment, their appointment must also go into effect within 24 hours.
    • Office command teams should aim to process office applications within 48 hours of submission. They then have up to 7 days to accept or deny the applicant. Office command positions are exempt from this rule.
    • All office training periods should last no more than 7 days. Directors can approve extensions based on case by case discretion.
    Subsection 5. Room Rights
    Room rights are given to Commissioned Officers at the discretion of the (Deputy) Secretary of Defense. Personnel with room rights are not permitted to:
    • Move, rotate or change the state of furniture.
    • Kick/ban/mute users who are not doing anything wrong.
    • Allow entry to unauthorized personnel unless they have granted them as a temporary guest. (O7+ / DIRSA and USD P&E only).
    • Permanently ban users without authorization from the NSC.
    Personnel with rights who have violated these guidelines should be reported to OSD.

    Only OSD+ with Room Rights may authorize the use of the plane dispensers. Take note these items are restricted for use ONLY after big events or at scheduled Habbo maintenances. Should there be no OSD+ with Room Rights (RR) available at the time of a scheduled Habbo maintenance then the use of the items listed above will be denied.

    NOTE: Personnel who are on reserves will not be given room rights. Room rights (as well as any other JSD-level privileges) are revoked after someone has been removed from, or has stepped down from a JSD+ position.


    Subsection 6. Habbo Privacy Settings
    The following conditions apply to all personnel regarding their Habbo account privacy settings:
    • Public visibility of your Online Status on Habbo must be turned on at all times.
    • It is required to allow everyone to see your Habbo Profile page.
    • It is recommended that you appear visible on the forum. If your online time and date cannot be viewed because you elect to appear invisible on the forum, you may be marked as AWOL.
    NOTE: Members of USSOCOM, the CTO, and NSC are exempt from displaying their last login time and date on both the forums and on Habbo.

    Subsection 7. Use of Artificial Intelligence
    The use of Artificial Intelligence within the USDF must adhere to specific guidelines to maintain overall integrity. Personnel are permitted to utilize AI models strictly as tools and never for the creation of text or media.

    Acceptable Use of AI Includes the Following Criteria:
    • Enhancing the fluidity and organization of text
    • Proofreading for linguistic and grammatical errors
    • Creating art and/or media (only with explicit permission)
    • Summarizing various forms of media (e.g., text, images, video, etc.)
    • Analyzing media (e.g., text, images, video, etc.)
    For office or branch applications, personnel must disclose if AI was used within the approved criteria to ensure transparency. Candidates may be disqualified at the discretion of office or branch command if an application is suspected to have been entirely generated using AI technology.

    Furthermore, the use of AI in exams and/or official forms (i.e. pardons, appeals, etc.) is strictly prohibited and may result in immediate nullification and further disciplinary action under Article 25 of the Uniform Code of Military Justice. All inquiries related to the use of AI at USDF may be directed to the OJSIG.


    CHAPTER 3. ALTERNATIVE ACCOUNTS

    Subsection 1. Alternate Account Limits
    You are allowed to have alternative accounts, declared to OJSIG Command. However, only one account may be active per individual at any given time. All alternative accounts, including OJFD grading accounts, must be reported must be registered with OJSIG via the Alternate Account Declaration Form. Failure to adhere to this policy will result in a one-rank demotion per offense.


    Subsection 2. Alternate Accounts within USDF
    Personnel can work at USDF on their approved alternate accounts for emergency purposes (e.g., muted, banned, compromised) or if required to by officers (e.g., inappropriate username). JSD+ and OCS Administration personnel may use authorized alternate accounts to test personnel. Furthermore, ranks can only be given to alternate accounts that have been approved by the USD ED and/or DOT&E for educational purposes only, or the USD I&S, CDR SOCOM, and/or JSIG for all other situations. All other alternate accounts may not be promoted under any circumstances. 

    The USD ED and/or DOT&E authorizes the use of alternate accounts for educational purposes only. These accounts will be cleared with the USD I&S, CDR SOCOM, and/or JSIG who authorizes and monitors the use of alternate accounts used by USDF personnel. Personnel may request for an account change to use their alternate account by following Procedure 11: Alternate Accounts, Compromised Accounts & Name Changes. Once approved, the alternate account will be added next to the individual’s original Habbo account name on the PTS. If the change is permanent, the alternate account name will replace the individual's original Habbo account name on the PTS.

    Subsection 3. Account Name Changes

    To initiate a name change, you must fill out the Name Change Request Form. Choose the “Name Change Request” option and make sure you inform your Office Director and Branch Chief of your request. Once the form is submitted, your request will be reviewed by the JSIG. The name change request will be processed and you will be notified of the outcome. If the request is approved, you will receive instructions on how to complete the process. DO NOT change your name before receiving approval.

    Subsection 4. Compromised Accounts
    Becoming compromised is defined as the loss of sole, un-tampered access to an account, which may or may not result in the disclosure of account details or sensitive information to unauthorized individuals. The Senior Command of the United States Defense Force (USDF) places personnel security as one of its utmost priorities. As a subset of personal security, USDF-related account security extends, but is not limited to, the below platforms:

    • Habbo account(s)
    • USDF forum account
    • USDF Discord account

    In the case of a compromised account, personnel must immediately report the incident to the proper authority via the Compromised Account Form. Personnel with compromised accounts may be removed from USDF platform(s) until the JSIG, CDR SOCOM, USD I&S or the NSA has appropriately reviewed and actioned their form. The first instance of an individual's account becoming compromised will result in, at minimum, a promotion lock. Any instance(s) of an individual's account becoming compromised thereafter will result in a dishonorable discharge.

    Any personnel found responsible for deliberately compromising an account or failing to report a compromised account within 48 hours of discovery will be subject to investigation and possible punishment under Article 9 of the UCMJ.


    Subsection 5. Use of Alternate Accounts in Warfare
    Random people may choose to make alternate accounts to pose as high-ranking members of the USDF. Our restrictions on alternate accounts prevents impostors from entering USDF's premises. Any Habbo who argues that they are someone holding a high rank or position in the USDF is to be deemed invalid and not let in.

    Subsection 6. Changing Accounts
    The changing of accounts within the USDF for reasons other than emergencies is not recommended and may be denied. However, if for some reason a USDF personnel needs to change their Habbo name, they must follow the correct procedure outlined in Subsection 2 to obtain approval from the USD I&S, CDR SOCOM, and/or JSIG. No one else may approve name changes.


    CHAPTER 4. RELATIONSHIPS

    Subsection 1. Personal Relationships
    Personal relationships within USDF are strongly discouraged. However, since this is impossible to moderate, any relationships must follow these guidelines:
    1. Do not make a habit of engaging in relationships with everyone.
    2. Officers are discouraged to date NCOs and WOs.
    3. Continual public displays of affection are prohibited in HQ.
    4. Do not award SoW or Activity Points between each other under any circumstances
    Personnel that are in a relationship are allowed to be in the sub-offices of ICSD, JDT and USDF Titans together, however, neither individuals can be in a command or leadership position within the sub-office.

    Subsection 2. Imposed Restrictions
    If you are dating or are related to a subordinate/superior, all involved personnel are prohibited from:
    • Being members of the same office
    • Promoting/demoting/discharging each other
    • Conducting any official duties with/for each other

    CHAPTER 5. VERY IMPORTANT PERSON (VIP) MEMBERSHIP
    Subsection 1. VIP Membership
    USDF offers three VIP badges for purchase and the benefits are as follows:
    • [USDF] HQ Access Pass (80c) - Includes entry into HQ and the VIP area.
    • [USDF] Platinum VIP (150c) - Includes entry into HQ, VIP area, USDF Forums and certain USDF events.
    • [USDF] Diamond VIP (200c) - Includes entry into HQ, VIP area, USDF Forums, certain USDF events and access to our Discord server.
    Personnel are allowed to purchase Temporary VIP Access (10c per day) subject to the following conditions:
    • Must have no major infractions within the last 14 days
    • May only purchase a maximum of 10 days per month.
    • NOTE: Temporary VIP is subject to conditional access and follows the same conditions as OSEAC & O1-O3.
    Those who wish to purchase any VIP membership must contact one of the admins (star next to username) on the desired VIP badge.

    USDF personnel are not permitted to hold VIP, Platinum VIP or Diamond VIP badge membership; however, members of the JSD+, personnel ranked O7+ or members of SOCOM are permitted to have the VIP pass. Personnel may donate over 500c or above to the USDF and receive Donor Badge membership, which will grant free Diamond VIP after an honorable discharge - if they receive a dishonorable discharge, they receive the HQ Access Pass.
    NOTE: Commissioned Officers ranked O7+ are only eligible for HQ Access Pass if they don't hold a JSD+ role.


    Personnel that have resigned who purchase VIP may enter immediately upon acceptance on the badge. On the other hand, current personnel who have Donor Badge membership must be honorably discharged first before they are allowed into VIP. Civilians may choose to purchase Platinum VIP, Diamond VIP or the Donor Badge and expect to receive identical benefits. Officers O1+ who contact the SecDef, DepSecDef or their Branch Chief and arrange a 'Retirement Package' may receive free Diamond VIP.

    Members of allied organizations (HR+/5iC+/E7+/OR-4+), will receive a 10c discount on any Standard/Platinum/Diamond VIP purchase.

    Dishonorably discharged USDF personnel may be permitted to purchase the HQ Access Pass only and not the Platinum/Diamond VIP - meaning forum and discord access is prohibited. In addition, dishonorably discharged personnel must wait 30 days since the discharge, before they can purchase the HQ Access Pass. Individuals with the Executive Discharge and Never Rehire status are ineligible to purchase VIP of any form offered by the USDF.

    If you had HQ Access pass before enlisting, and have been discharged following the General Discharge procedure, you may ask for your HQ Access Pass to be re-instated.

    Subsection 2. VIP Terms and Conditions
    • VIPs must be accepted onto a VIP badge for entry into HQ. They do NOT need to wear the VIP badge while in HQ.
    • Instructions given from USDF personnel must be followed so long as they are reasonable and fall within the jurisdiction of USDF's regulations, policies and procedures.
    • VIPs are forbidden from manning any of the duty stations, or representing USDF in any official way.
    • VIPs may only sit in the VIP/R&R areas. They may leave these areas when invited by a member of OSD or any officer O7+.
    • VIPs may not wear anything resembling a USDF uniform unless they are employed at another military and representing their own organization's uniform. Refer to Regulation 2 for descriptions of USDF uniforms.
    • VIPs may freely speak about whatever they desire. However they cannot discuss any controversial topics that may spark disrespectful arguments (Religion, politics, etc.)
    • The SecDef reserves the right to remove VIPs from the room and/or permanently from the VIP badge(s) at any time who choose to engage in actions that are disrespectful. No refunds will be granted.
    • Officers ranked O7+ may authorize temporary guest VIPs provided headquarters is not disrupted, Executive Discharged and Never Rehired Personnel can't be temporary guests. The USD I&S and Director of International and Regional Security Affairs (DIRSA) may authorize temporary guest VIPs provided they are official representatives of organizations, militaries or agencies with officer rank.

    CHAPTER 6. WARFARE PROTOCOLS
    Subsection 1. Wartime Procedure
    All of the following fall into place when USDF is in a state of war. Failure to comply with or follow these procedures will result in disciplinary action.
    • Regular duties and work quotas may be suspended in order to focus on the war effort.
    • Orders issued by the USD I&S may supersede any orders from other office command authority.
    • Personnel may be drafted into combat service at any point at the discretion of the USD I&S.
    • Recruitment procedures may be halted at any point for security purposes.
    • All combat action must be approved by the USD I&S.
    Subsection 2. Powers of the OSD in Wartime
    • The only personnel permitted to authorize official statements during wartime are the SecDef, DepSecDef, and USD I&S.
    • The USD I&S may request information, draft personnel into combat service, and issue orders as necessary during wartime.
    • The USD I&S, in consultation with the SecDef/DepSecDef, has the authority to initiate wartime protocols as necessary.
