CHAPTER 1. HONORABLE DISCHARGES
Subsection 1. Resignations
Personnel wishing to terminate their service must appropriately file a resignation per the guidelines in the Resignations and Retirements board to avoid being issued a dishonorable discharge.
Resignation Guidelines:
- Resignations due to real life emergencies can be processed immediately.
- Personnel must post their own resignation unless it is an emergency in which they are unable to access the forums. In this case, another individual may post the request on their behalf; however, they must include a screenshot of the member requesting the resignation to confirm the request. Any resignation posted by someone else that does not include the screenshot, or that is posted on behalf of someone who has access to the forums, will be denied.
- OMP AD+ can process resignations immediately at their discretion - this includes denying resignations and retractions.
- Individuals who accept a rank at another organization without formal notice indicated on their resignation will be dishonorably discharged for violation of Article 12a. Falsification.
- All personnel must inform their immediate chain of command prior to posting a resignation.
- Personnel may not resign within 7 days of receiving a disciplinary action.
- Doing so is punishable per UCMJ Article 28 (Evasion of Punishment).
- Personnel holding a ML3+ position are required to give at least 2 days notice to their chain of command before filing for resignation.
- Commissioned Officers are required to inform their Branch Chief and the CJCS of their intent to retire, and before posting their retirement, inform the SecDef. In the event the SecDef is unavailable, the DepSecDef must be notified. All retirement packages will be negotiated with the SecDef and will be logged on the user's PTS profile as applicable.
- Officers O1+ that do not contact the parties outlined above will receive a General Discharge and will not be granted a retirement package.
- JSD members must send notice to their respective chain of command at least 3 days before resigning.
- OSD members must send notice to their respective chain of command at least 7 days before resigning.
NOTE: Members of JSD/OSD+ can have their resignation notice period waived with the approval of both the DepSecDef and SecDef.
- Resigning JSD+ members wishing to join or create another agency, military, or any other competing organization must inform their chain of command during the leave notice timeline.
- Failure to do so will have their retired status nullified, with a General Discharge being issued.
- Resignations may be posted on another's behalf if they do not have a forum account.
Retraction:
- Personnel may retract their resignation within 24 hours of it being posted.
- The 24 hour retraction grace period does not apply when joining another military/agency.
- If you indicate joining another organisation, you will not be able to retract your resignation and it will be processed immediately.
Subsection 2. Retirements
In addition to the following conditions, all guidelines mentioned in Chapter 3. Subsection 1. must be followed in order to qualify for retired status.
Conditions:
- Served over 6 months total at retirement.
- Served as a Commissioned Officer (O1+) for at least 3 months at retirement.
- Commissioned Officers that retire before 3 months since their commission will be allowed to return to a maximum rank of W5, unless an exception is made by the NSC.
- Reinstated Commissioned Officers must have reinstated for a minimum of 90 days in order to be eligible for a new retirement package from the SecDef or DepSecDef. Exceptions to this rule may be made by the SecDef on a case by case basis.
- Posted a proper resignation and received an Honorable Discharge.
Privileges:
- Retired Officers are eligible for entry into the HQ provided they are displaying the USDF Friends & Supporters badge and their motto is in the following format: [US Branch] Ret. Rank.
- Retired Officers are permitted to wear appropriate USDF uniforms, as per Regulation 2 when in HQ, and may access the R&R and VIP areas.
Subsection 3. Promotion Time Out (PTO)
Enlisted personnel (E1-E3) that do not receive a promotion within 21 days will be Honorably Discharged for Promotion Time-Out (PTO).
Enlisted personnel discharged for UCMJ Articles 6, 7, and 8b will be granted an Honorable Discharge.
CHAPTER 2. DISHONORABLE DISCHARGES

NOTE: The above table is a general categorization, exceptions may be made.
Discharge Procedure:
Officers completing Dishonorable Discharges must perform all of the below tasks appropriately:
- Take screenshots and note reliable witnesses of the incident, even if no DRF is required.
- Discharge the individual on the PTS, noting the UCMJ article(s) invoked with no other comments.
- The NSC, USD I&S, JAG, JSIG, OJSIG ADs and SOCOM are exempt from including UCMJ Articles on any disciplinary actions.
- Ensure the individual is removed from HQ; request a kick on Discord if necessary.
- File a DRF on the PTS.
- A DRF is required for individuals that are ranked E4+ at the time of their discharge.
- If the discharged individual is ranked E4+ a request should be made on the appropriate thread in the Officer's Mess for their badge to be revoked and forums disabled.
Discharge Modifications:
- NSC, as well as OJAG (JAG and JAs) may modify discharges as they see fit.
Subsection 2. Never Rehire Status

Discharge Information:
- Individuals placed under "Never Rehire" may appeal this discharge status at any time by filing an appeal on the PTS for a thorough and comprehensive review by the JAG and/or if necessary, the USD P&R. Individuals may only appeal this once every 365 days.
- Should OJAG decide to lift the Never Rehire status of individuals after comprehensive review of their discharges, they must then seek a final approval from the DepSecDef or SecDef.
- Accumulating a total of three Dishonorable Discharges will result in a Never Rehire, depending on the severity of the discharges.
- The status of Never Rehire can only be issued by personnel ranked JSD+.
CHAPTER 3. OTHER DISCHARGES
Subsection 1. General Discharge
- Officers can only issue GDs for UCMJ Article 3 in cases that do not warrant a Dishonorable Discharge.
- For example, personnel unable to register on forums etc.
- The OSD, JSIG, JAG, and DMP can issue GDs for discharges that are not governed under any UCMJ Articles.
- The JSIG, CDR SOCOM, USD I&S and NSC may issue a GD for violation of Article 28.
- GD personnel can only be reinstated by OSD+ or after approval from the discharging officer.
- The terms of the reinstatement are at their discretion.
Subsection 2. Absent Without Official Leave (AWOL)
Personnel that do not log in for a certain period of time are subject to an AWOL discharge. See the table below for more information:

CHAPTER 4. REINSTATEMENT POLICIES
Personnel who resigned as NCOs and CWOs who are seeking reinstatement may speak with any Commissioned Officer from OMP, regardless of position within the aforementioned office. Commissioned Officers seeking reinstatement must speak with the DMP or a member from OSD and must complete a security protocol administered by the USD I&S within 24 hours of reinstatement date. Commissioned Officers must be reinstated for a minimum of 90 days in order to be eligible for a new retirement package from the Secretary of Defense or Deputy Secretary of Defense. Exceptions to this rule may be made by the Secretary of Defense on a case by case basis.
- Those reinstating after 30+ days lose FEATs {BSMN}; Reinstating personnel may only request for their FTXs and PTPs to be removed, however, this is optional.
- Those reinstating will lose FEATs {XZ} after 60+ days, FEATs {JQLW} after 180+ days, and FEATs {O} at NSC discretion and requiring approval from the SecDef.
- Those re-enlisting will lose FEATs {BSMNJQLWZ} automatically, FEATs {X} after 60+ days, and FEATs {O} at NSC discretion and requiring approval from the SecDef.
- Personnel reinstating will lose SRI/GPI/FTI status and will have to redo the test.

- Warrant Officers who lose FEAT {W} on reinstatement will be temporarily reinstated to rank E9. On completion of FEAT {W}, they should seek out a member of OMP command who will then fully process their reinstatement back into the CWO ranks following policy.
- If the individual receives a demotion while temporarily reinstated to a lower rank, they will become ineligible for a full reinstatement.
- Personnel that re-enlist while also eligible to re-instate have 7 days to opt to reinstatement before it's void.
- When reinstating, both E8 ranks (for Marines and Army) are considered as one rank instead of two.
NOTE: Reinstatement following a GD can either be subjected to a one or two rank decrease, offered at the discretion of the DMP/USD P&R/NSC.
Subsection 3. Reinstatement Following a Pardon
The United States Defense Force (USDF) is dedicated to upholding the principle of "second chances", a tradition that has been honored throughout our ten-year history. We acknowledge that individuals can grow and learn from their past mistakes. However, we also maintain strict reinstatement measures for those who have committed significant violations of the UCMJ. For those found guilty of treason or other severe UCMJ violations, a Never Rehire status may be enforced. Our policy on reinstatement following a pardon is detailed below:
Reinstatement of personnel following a pardon is exclusively managed by OJAG. The terms of reinstatement after a pardoned discharge are determined at the discretion of the JAG and may include the following options:
- Full Reset: This option involves a complete reset of a member’s Service Time, Service Stripe, Awards/Medals, FEATs, and all USDF educational milestones (FEAT L, FEAT W, SRI/GPI/FTI, OCS, SOAB, SODC, FGOAB). This action effectively resets the member’s entire record within the USDF and is typically reserved for those who have committed significant UCMJ violations but have been granted a pardon for another opportunity to serve.
- Reset: This option is a modified version of the Full Reset with slightly less strict requirements. It includes a reset of Service Time, Service Stripe, and higher education USDF Progression (OCS Preparation, SOAB, SODC, FGOAB). Members subject to a 'Reset' will retain the medals they earned during their previous tenure, despite the other listed categories being reset.
Additional Notes:
- If a member has received two or more pardons during their USDF career, they are highly likely to be subject to one of the two options above, depending on the severity of their UCMJ violations related to their most recent pardon.
- Anyone pardoned from a "Never Rehire" status will automatically be subject to one of the two resets. Only the SecDef and DepSecDef have the authority to waive this clause.
Each reinstatement case is guaranteed a fair and impartial evaluation without interference. However, it is important to note that the SecDef has the ultimate authority to overrule the JAG's decision on a pardon ruling and reserves the right to issue an executive pardon for any member as they seem fit.
Subsection 4. Reinstatement as an Officer
- When reinstating as Officer, the amount of times you have reinstated as an officer in the past will affect your rank.
- The following shows the reinstatement rank you will receive based on how many times you have reinstated:
- First Reinstatement: Return at the same rank.
- Second Reinstatement (within 180 days): Reinstatement at the lowest rank in the category (e.g., O1/O4).
- Third Reinstatement (within 365 days): Reinstatement at rank O1.
All reinstatements from a pardon will also be in line with HD/AWOL reinstatement policies.

Please note that pardons and appeals will take up to 48-72 hours to be processed and completed by OJAG (JAG and JAs) - this processing time might sometimes be longer given certain circumstances under which someone is petitioning for a pardon or appeal.

CHAPTER 5. TRANSFER POLICIES
Subsection 1. Authorization for External Transfers
- The Director of Manpower and Personnel (DMP) may set inter-office policy to govern who may offer Junior Non-Commissioned Officer Selectee (JNCO/SEL) and Senior Non-Commissioned Officer Selectee (SNCO/SEL) ranks.
- Instant transfers are issued by the Office of Manpower and Personnel (OMP) at the discretion of the DMP, and OMP ADs.
- The DMP and OMP ADs reserve the right to deny transfers at their discretion.
- It is required that military history is verified prior to a selectee's final rank being issued.
- Website application may be substituted with a face to face interview process on client.
- All Subsection 2: External Transfer Conditions restrictions apply.

Subsection 2. External Transfer Conditions
- All civilians who are transferring from a military/agency must resign from their military/agency first.
- Selectees are not allowed to host trainings except for IRDT and FEAT {R}.
- Officer Selectees (OFF/SEL) may be allowed to join an office upon approval being given by the DMP, USD P&R or CoS.
- Officer Selectees (OFF/SEL) who are permitted to join an office, may host relevant FEATs/PTPs/FTIs of said office in accordance to Training: Further Education and Training (FEATs), Training: Practical Training Programs (PTPs) and Field Training Exercises (FTXs) upon receiving SRI/GPI/FTI.
- Selectees must complete several required training courses before receiving a final rank from OMP.
- Selectees are obligated to obtain all the required FEATs before the end of their probation period. If they fail to do so, they may be deemed to have failed their selectee period and therefore be discharged.
- Selectee's that are found to have falsified information in any part of the transfer process can be subject to Article 12a. Falsification.
- All Selectees are required to complete probation before being permitted to enter an office, as mentioned in the table below.

- The above table is a general guideline of how long a SEL should spend in their paygrade.
- Individuals who have been Dishonorably Discharged and pardoned afterwards will not be eligible for a transfer higher than JNCO/SEL.
- If the individual was JNCO/SEL when they were Dishonorably Discharged, they are ineligible for transfer. Upon being pardoned, they may apply for a transfer after a period of 3 months following their Dishonorable Discharge has passed.
- Any person that has previously been Honorably Discharged, or discharged as AWOL from USDF multiple times needs to adhere to the below mentioned steps:

- Those that fill out the transfer form on the PTS may enlist while they wait for their application to be processed. This will not have an impact on their transfer process.
- If the person has enlisted already, they may still be eligible to transfer within 7 days of enlistment.
- Any person that enlists while waiting for their transfer to be accepted will only be required to host 1 IRDT or FEAT {R} once FEAT {B} is obtained.
- Selectees have a maximum of 24 hours to accept/decline their final rank offer from the date of offer.
Transfer Limitations:
- Individuals may request a transfer up to 4 times. After this, their transfer will be denied and they will need to enlist to work at USDF.
- Those that have exceeded their regulated transfer requests may request a transfer again if their last transfer request was over 6 months ago.
- Selectees who begin a selectee period and AWOL before a final rank is issued and wish to transfer again will be subject to selectee rank demotion.
- (MIDN/OC/OFF/SEL > WO SEL > SNCO SEL > JNCO/SEL > Enlistment)
- Military history that cannot be verified will not count towards the transfer, and may result in the demotion of SEL rank or removal from the selectee period.
- If a Selectee cannot log onto a previous account used in listed militaries, the experience will not count towards the transfer and may result in the demotion of SEL rank or removal from the selectee period.
- SEL rank offerings will be considered on a case-by-case basis in accordance with military and agency experience(s).
- Individuals are required to have a minimum service time of 30 days at their military or agency to be eligible to transfer.
Subsection 4. Internal Transfers
Internal Transfers are issued by the Office of Manpower and Personnel. Internal transfers are done at the discretion of the DMP, OMP ADs, and OMP COs in consultation with the JCS to ensure that personnel numbers are adequate in each branch.
Conditions for Approval:
- For E4+ internal transfers, personnel must notify their Branch Command first of their intent to transfer. Authorization for these transfers is required from the DMP, CNO, CSA, CSAF, and CMC.
- A replacement is necessary, unless there is approval from the relevant Branch Chief to go without a replacement.
- Internal transfers must be within the same rank group (i.e. an SNCO may only transfer with an SNCO).
- Transferring personnel must be on active duty.
- Individuals ranked O1+ seeking an internal transfer without a replacement, for a reason other than a position, must have the transfer approved by both respective Branch Chiefs, the DMP, and the CJCS.
- Personnel on R1 are permitted to transfer. Personnel on R2 are not permitted to transfer, nor can they serve as a replacement for a transfer.
- Personnel may contact an OMP member to apply for an internal transfer. For internal transfer requests, be sure to include: Habbo name, desired branch, the reason for your internal transfer, and the replacement's Habbo name and branch.
- In some cases, JCS can add personnel to the internal transfer list by contacting an OMP AD.
- It is recommended that a replacement is found before contacting an OMP member.
- Those that do not have a replacement can contact any member of OMP to be added to the internal transfer waitlist.
- If a replacement is found by an OMP member, personnel do not have to apply.
- Enlisted personnel ranked E1-E3 and Selectees are allowed one branch transfer, provided that their total service time is 7 days or less, and it's their first enlistment. These transfers can be managed by any OMP XO+.
Subsection 1. General Information
Reach Out Program (ROP) is an initiative where any personnel within USDF may express concerns or queries regarding their USDF career progress. The ROP strives to provide immediate assistance and support for those prepared to resign or retire. The program is designed to be confidential, allowing individuals to directly discuss issues or concerns related to their Habbo career, and allows them to create short-term and long-term plans to reach their goals. It is strongly encouraged that any individual of any pay-grade feeling demotivated or considering leaving USDF use the Reach Out Program.
The Reach Out Program is NOT to be used in place of current procedures, such as submitting an ARF or creating a suggestion. If an individual feels as though their support plan and experience within the program was dissatisfactory, the individual should send a direct message directly to the Deputy Secretary of Defense.
Subsection 2. Reach Out Program Goals
The Reach out Program has been specifically designed to assist with:
- Assessing an individual's immediate cause of demotivation.
- Immediately working with the affected individual, with minimal delays in the process.
- Providing a space for the requested OSD+ member to listen to an individual's concerns.
- Creating a clearly defined support plan for the affected individual.
- Keeping all information and discussions confidential.
Subsection 3. Application Process
Individuals who wish to utilize the Reach Out Program during their tenure within USDF should fill out an application located here. Once an application has been submitted, the requested member of the OSD and/or NSC will immediately be notified, meaning there will be NO delays throughout the process.
