    CHAPTER 1. HONORABLE DISCHARGES
    Section 1. General Provisions
    The United States Defense Force (USDF) recognizes 3 classifications of honorable discharge:
    • Resignation
    • Retirement
    • Promotion Time-Out (PTO)
    The Office of Manpower and Personnel (OMP) shall serve as the primary administrative authority for all actions pertaining to Resignations and Retirements.
    • Members of the Office of the Secretary of Defense (OSD) may serve as the processing authority for honorable discharges under conditions specified in this Regulation.
    The Office of the Joint Staff Inspector General (OJSIG) shall serve as the primary administrative authority for all actions related to discharges due to Promotion Time-Out.

    All honorable discharges shall preserve personnel eligibility for reinstatement, retain facility access privileges subject to the conditions outlined in this and other applicable regulations, and maintain positive standing within USDF records.

    Issued honorable discharges may, at the discretion of the Under Secretary of Defense for Personnel & Readiness (USD P&R), the Under Secretary of Defense for Intelligence & Security (USD I&S), or the National Security Advisor (NSA), be reclassified as punitive or administrative discharges due to:
    • Breaches of Articles of the Uniform Code of Military Justice (UCMJ) applicable to personnel post-discharge; or,
    • Retroactive reclassification as punitive upon the discovery of serious breaches of policy committed while the discharged individual was still employed by the USDF.
    Section 2. Resignations
    Resignations are voluntary separations initiated by personnel seeking to terminate their service.

    Personnel seeking voluntary separation from USDF service must submit formal resignation requests through the established Resignations and Retirements forum, following the conditions outlined in this Section.

    Personnel may not resign within 7 days of receiving a disciplinary action. Such action shall constitute a breach of Article 28 of the UCMJ.

    Resignations shall be processed by OMP ML1+ no sooner than 24 hours after their valid submission. As an exception, resignations may be processed earlier than 24 hours in cases of real-life emergencies, confirmed intent to join another organization, or other justifiable circumstances as determined by the discharging authority.

    SUBSECTION 1. Resignation Submission Guidelines
    Personnel must post their own resignation on the forum.
    • Personnel who are unable to post their own resignation may have it submitted on their behalf by a third party.
      • Any resignation posted by a third party must include a clear, uncropped screenshot from the resigning personnel confirming their request for it to be posted on their behalf
      • Resignations submitted on behalf of personnel who retain forum access shall be denied, except in cases of real-life emergencies or other justifiable circumstances as determined by the discharging authority.
    • Personnel unable to post their resignation are encouraged to seek assistance from members of OMP to submit it on their behalf.
    All resignations shall be posted on the Resignations and Retirements forum using the provided format. 

    SUBSECTION 2. Resignation Notice Period
    Personnel must inform their immediate chain of command prior to submitting a resignation.
    • Any command member holding an ML3+ position must inform their chain of command at least 2 days before submitting a resignation.
    • Members of the Joint Staff Directorate (JSD) must inform their chain of command at least 3 days before submitting a resignation.
    • Members of the OSD must inform their respective National Security Council (NSC) representative at least 7 days before submitting a resignation.
    The Secretary of Defense (SecDef) and the Deputy Secretary of Defense (DepSecDef) may, at their discretion, waive the resignation notice period.

    SUBSECTION 3. Additional Guidelines
    Personnel must formally submit their resignation prior to accepting a rank in any foreign organization.
    • Accepting a rank in any foreign organization before submitting a valid resignation shall constitute a breach of Article 7 of the UCMJ. 
    Accepting a rank in any foreign organization without formal notice indicating such intent in a resignation post shall constitute a violation of Article 12a of the UCMJ.

    Resigning JSD+ members who intend to join or establish another agency, military, or any other competing organization must inform their chain of command about such intent during the leave notice period. Failure to do so shall result in the nullification of their retired status and the issuance of a General Discharge.

    SUBSECTION 4. Retraction
    Personnel may retract resignation requests within 24 hours of initial submission unless the resignation indicates employment with external military or agency organizations.
    • Resignations indicating external employment commitments cannot be retracted and will be processed immediately upon submission.
    Following the expiration of the 24 hours, the resignation shall become final and irreversible.
    • Personnel who wish to resume employment in the USDF following the finalization of a resignation must do so through established reinstatement policies.
    Section 2. Retirement
    Retirement represents an honorable separation reserved for Commissioned Officers who have demonstrated sustained service and leadership within the USDF.

    Unless explicitly stated otherwise in this Regulation, all provisions established for resignations shall apply, with necessary adjustments, to retirements.

    Retirements shall be processed by the Director of Manpower and Personnel (DMP) or members of the OSD.

    SUBSECTION 1. Retirement Conditions
    To become eligible for a retirement status, a Commissioned Officer must have:
    • Completed the standard resignation procedures, resulting in honorable discharge;
    • Over 6 months of active duty service time at retirement; and,
    • Over 3 months of active service as a Commissioned Officer.
      • Commissioned Officers who have previously been decommissioned and subsequently recommissioned must complete over 3 months of active service from the date of their most recent commissioning.
    Commissioned Officers are required to inform their Branch Chief and the CJCS of their intent to retire, and before posting their retirement, inform the SecDef. In the event the SecDef is unavailable, the DepSecDef must be notified. All retirement packages will be negotiated with the SecDef and will be logged on the user's PTS profile as applicable.
    • Officers (O1+) that do not contact the parties outlined above will receive a General Discharge and will not be granted a retirement package.
    Reinstated Commissioned Officers must serve an additional 90 days on active duty to regain eligibility for retirement status.

    Commissioned Officers who have less than 3 months of active service are ineligible for the retirement status.

    SUBSECTION 2. Retirement Privileges
    Retired personnel shall receive the following privileges, regardless of any VIP status:
    • Access to USDF HQ and official events when displaying the [USDF] Friends & Supporters badge with appropriate retired motto format: "[US Branch] Ret. [Rank]";
    • Authorization to wear regulation USDF uniforms as specified in Regulation 2 when present in the HQ, or at any official events; 
    • Unconditional access to R&R and VIP areas within headquarters; and,
    • Preferential reinstatement conditions, subject to provisions outlined in this Regulation.
    Section 3. Promotion Time-Out (PTO)
    Enlisted personnel (E1-E3) who do not receive promotion within 21 days of eligibility shall be honorably discharged for Promotion Time-Out (PTO).

    Enlisted personnel discharged under Articles 6, 7, and 8b of the UCMJ shall receive an honorable discharge.

    CHAPTER 2. PUNITIVE DISCHARGES

    Section 1. General Provisions
    Punitive Discharges are disciplinary actions that permanently separate a member from the USDF. A dishonorably discharged individual may not be reinstated without an approved pardon by the OJAG.

    Punitive discharges include Dishonorable discharges, Executive discharges, and the Never Rehire status.
    • An Executive Discharge and the Never Rehire status represent more severe forms of a Dishonorable discharge.
    Authorized members of the Intelligence & Security portfolio and Office of the Judge Advocate General (OJAG) shall retain their discretionary authority to adjust disciplinary measures as they deem appropriate.

    SUBSECTION 1. Punitive Discharge Modification
    Members of the NSC may amend discharges as they see fit.

    The OJAG shall have the authority to modify discharges at their discretion, provided that the conditions and procedures for Appeals and Pardons outlined in Regulation 8: Uniform Code of Military Justice are followed, and that such modifications remain consistent with existing internal operational standards.

    Section 2. Dishonorable Discharge
    SUBSECTION 1. Discharge Procedure
    Commissioned Officers processing dishonorable discharges must complete the following administrative actions:
    • Collect evidence of the incident with screenshots and witnesses, regardless of the Discipline Report Form (DRF) requirements;
    • Process the discharge through the Personnel Tracking System (PTS) with appropriate UCMJ article citations and no additional commentary; and,
      • The USD I&S, Judge Advocate General (JAG), Joint Staff Inspector General (JSIG), OJSIG ML1, members of the Special Operations Command (USSOCOM, and members of the NSC are exempt from citing invoked articles of the UCMJ. 
    • Ensure immediate removal of the discharged individual from HQ and request Discord removal if necessary.
    In addition to the above requirements, if the dishonorably discharged individual was ranked E4+ at the time of the discharge, Commissioned Officers must also:
    • Submit a DRF on the PTS, in accordance with the guidelines outlined in Procedure 4: Complaint Forms (ARF, PAF, DRF, GRF, FCF); and,
    • Notify a member of the OSD through #officer-chat for immediate deactivation of forum access, Discord privileges, and badge removal.
    SUBSECTION 2. Appeal and Pardon Procedure
    Personnel who have been discharged from the USDF may appeal such action within 7 days from the date of their discharge.

    All discharge appeals must be submitted through the Punishment Appeal Form (PAF) located on the PTS.

    Dishonorably discharged individuals may apply for a pardon after 7 days have passed from the date of their discharge.
    • Following the denial of a pardon, the applicant must wait 14 days before submitting a new pardon request.
      • The waiting period may be modified at the discretion of the JAG.
    Further information on the appeal and pardon procedure shall be outlined in Regulation 8: Uniform Code of Military Justice.

    Section 2. Executive Discharge
    An Executive Discharge represents a more severe form of a Dishonorable Discharge. Executive Discharges may be issued by authorized personnel for violations of the articles outlined in Table 2. Articles Warranting Executive Discharge.

    Accumulation of 3 Dishonorable discharges may result in executive discharge status depending on violation severity.

    Executive Discharges may be issued by:
    • Members of the NSC;
    • The USD I&S and USD P&R;
    • The JSIG and JAG; and,
    • The CDR SOCOM.

    SUBSECTION 1. Appeal and Pardon Procedures
    Personnel may appeal the Executive discharge status once every 365 days through the PTS.

    Executive discharge appeals shall be reviewed by the JAG or the USD P&R, in consultation with the NSC.

    Upon a successful appeal, the OJAG may issue a pardon, subject to final approval by the USD P&R.
     
    Section 3. Never Rehire Status
    Never Rehire status represents permanent separation from the USDF with no possibility of reinstatement or appeal.

    This status may only be issued by members of the NSC.

     
    CHAPTER 3. ADMINISTRATIVE DISCHARGES
    Section 1. General Discharge 
    Commissioned Officers may issue General discharges for violations of Article 3 of the UCMJ only when the offense does not warrant a Dishonorable Discharge, such as cases involving personnel who are unable to complete forum registration requirements.

    The JSIG, JAG, DMP, and members of the OSD may issue general discharges for instances not governed by specific UCMJ articles.
    • The JSIG, CDR SOCOM, USD I&S, and NSC may issue general discharges for violations of Article 28 of the UCMJ.
    Section 2. Absent Without Official Leave (AWOL)
    Personnel who fail to maintain the required login activity shall be discharged for AWOL.

    Standing login activity requirements shall be defined in Table 3. AWOL Discharge Criteria.

    CHAPTER 4. REINSTATEMENT POLICIES
    Section 1. Reinstatement Following an Honorable Discharge
    SUBSECTION 1. Processing Authority
    Non-Commissioned Officers (NCOs) and Warrant Officers (WOs) who have been honorably discharged may be reinstated by any Commissioned Officer within the OMP, regardless of their position, as long as the Commissioned Officer has the appropriate promotional range, as defined in Chapter 1 of Regulation 5: Promotion, Career Advancement, and Command Appointment Standards.

    Commissioned Officers who have been honorably discharged may be reinstated by the DMP or any member of the OSD.

    SUBSECTION 2. Reinstatement Effects on Trainings
    Personnel reinstated after an honorable discharge are subject to the loss of specific FEATs based on the length of time elapsed since their discharge.

    Active training effects shall be outlined in Table 4. Loss of Trainings Based on Reinstatement Timeline.

    All listed effects are cumulative.

    Reinstating personnel may also lose FEAT {O} at the discretion of the NSC.

    Reinstated personnel may request removal of PTPs and FTXs at their discretion.

    SUBSECTION 3. Reinstatement Effects on Rank
    Personnel reinstated after an honorable discharge shall have their rank adjusted in accordance with Table 5. Effects on rank following an HD Reinstatement.

    The highest rank to which an individual may be reinstated is O6. Reinstatement to O7 or above shall be determined at the discretion of the OSD.

    When reinstating, both E8 ranks for Marines and Army shall be treated as a single rank for the purposes of determining reinstatement rank adjustments.

    SUBSECTION 4. Temporary Reinstatements
    WOs who have lost FEAT {W} upon reinstatement shall be temporarily reinstated to E9 until successful completion of FEAT {W}, after which they shall be fully reinstated in accordance with the standards outlined in Subsection 3 of this Section.

    Reinstated Commissioned Officers who, at the time of their discharge, were ranked O4+, shall be temporarily reinstated to O3.
    • Commissioned Officers who have been temporarily reinstated to O3 shall become eligible for subsequent partial reinstatements or a full reinstatement upon meeting the conditions outlined in Chapter 4, Section 2 of Regulation 5: Promotion, Career Advancement, and Command Appointment Standards.
    Personnel who have been demoted while on a partial or temporary reinstatement shall be ineligible for full reinstatement to their former rank.

    SUBSECTION 5. Reinstatements following a Retirement
    Reinstatements of Commissioned Officers who, at the time of their discharge, had negotiated a retirement package with the SecDef and DepSecDef shall be governed by the specific terms and conditions established in their retirement package. ​Such negotiated terms shall take precedence over the standard provisions of this Regulation in all areas explicitly addressed within the retirement package.
    • In circumstances where the retirement package does not specify particular conditions or effects that would otherwise be governed by this Regulation, the standard provisions herein shall automatically apply to unaddressed areas.
    Reinstated Commissioned Officers must serve an additional 90 days on active duty to regain eligibility for retirement status.
    • The SecDef reserves the right to waive the service requirement outlined in this provision.
    Section 2. Re-enlistment
    Personnel who choose to re-enlist shall lose all trainings outlined in Table 4. Loss of Trainings Based on Reinstatement Timeline immediately upon their re-enlistment.
    • FEAT {X} shall be the sole exception to this provision, and it shall be lost if the re-enlistment occurred 60+ days from the date of the discharge.
    • Re-enlisting personnel may lose FEAT {O} at the discretion of the NSC.
    Re-enlisting personnel may choose to reinstate within 7 days from the date their re-enlistment is actioned on the PTS, in which case the provisions outlined in Section 1 of this Chapter shall apply.
    • After the expiration of the 7-day period, the re-enlistment shall become final and irreversible.
    Section 3. Reinstatement Following an Administrative Discharge
    SUBSECTION 1. Reinstatement Following a General Discharge
    Personnel who have been issued a General discharge may be reinstated by members of the OSD, with prior approval from the discharging authority, if applicable.

    The terms and conditions of a reinstatement following a General discharge shall be at the discretion of the reinstating authority.

    Personnel reinstating following a General discharge may be subject to a 1 or 2-rank reduction, as determined by the DMP, USD P&R, or members of the NSC.

    SUBSECTION 2. Reinstatement Following an AWOL Discharge
    Personnel reinstating following an AWOL discharge shall be subject to the same reinstatement effects on training outlined in Section 1, Subsection 2 of this Chapter.

    Personnel reinstating following an AWOL discharge shall be subject to the effects on rank outlined in Table 6. Effects on Rank Following an AWOL Discharge.

    Personnel reinstated following an AWOL discharge shall not have their service time reset.

    Section 4. Reinstatement Following a Pardon
    Reinstatements following an approved pardon may be processed exclusively by members of the OJAG.

    Reinstatement terms following an approved pardon shall be determined by the JAG. Such terms may include a standard reset or a full reset.
    • Personnel who have been pardoned following an Executive discharge shall automatically be subject to one of the reset options, unless granted an exception by the SecDef or the DepSecDef.
    SUBSECTION 1. Standard Reset
    A Standard Reset is used for most pardons.
    Pardoned personnel who have been subjected to a standard reset shall:
    • Lose trainings in accordance with Chapter 4, Section 1, Subsection 2, Table 4 in this regulation;
    • Lose their training grade; and,
    • Lose all higher educational milestones: SODC, SOAB, and FGOAB.
    SUBSECTION 2. Full Reset
    A Full Reset is reserved for those who have committed significant UCMJ violations but have been granted a pardon for another opportunity. 
    Pardoned personnel who have been subject to a full reset shall:
    • Have their service time reset;
    • Lose all FEATs, PTPs, FTXs, including SRI/FTI/GPI. FEAT {O} is only removed at the discretion of the NSC;
    • Lose their training grade and JDT belt;
    • Lose all medals and service stripes; and,
    • Lose all educational milestones: SNCOLC, WODC, OCS, SODC, SOAB, FGOAB. OCS is only removed at the discretion of the NSC.
    CHAPTER 5. TRANSFER POLICIES
    Section 1. Internal Transfers
    Internal transfers are transfers conducted within the USDF between its branches and personnel.

    Internal transfers shall be administered by OMP in consultation with the Joint Chiefs of Staff (JCS) to maintain optimal personnel distribution across all branches.
    • Transfer authorization shall require coordination between the DMP, OMP ML3+, and relevant members of the JCS to ensure operational continuity.
    Enlisted personnel ranked E1–E3 and Selectees are permitted one free branch transfer, provided their total service time does not exceed 7 days, and it is their first enlistment. Such transfers may be processed by any OMP ML3+.
    • All other internal transfers must be conducted in accordance with the provisions established in this Section.
    SUBSECTION 1. Internal Transfer Conditions
    Personnel ranked E4+ must notify their Branch Command prior to requesting internal transfers.

    Internal transfers must be approved by the DMP and the relevant Branch Chiefs.

    All personnel must be on active duty or active reserves at the time of an internal transfer.

    All internal transfers shall require a suitable replacement, unless the relevant Branch Chief grants approval to proceed without one. 
    • Internal transfers must occur within equivalent rank groups. For example, an SNCO may only transfer with other SNCOs.
    • Internal transfers between Commissioned Officers, without replacements and for non-positional reasons, require approval from relevant Branch Chiefs, the DMP, and the Chairman of the Joint Chiefs of Staff (CJCS).
    SUBSECTION 2. Internal Transfer Process
    Personnel who wish to proceed with an internal transfer must submit their request to a member of the OMP. Internal transfer requests must include:
    • Habbo username;
    • Desired branch assignment;
    • Justification for transfer request; and,
    • Habbo username and current branch of their proposed replacement.
    Personnel who were unable to secure a replacement at the time of their internal transfer request shall be placed on an internal transfer waiting list.

    The JCS may add personnel to internal transfer lists by contacting OMP ML1 directly.

    Section 2. External Transfers
    External transfers involve the entry of personnel from foreign agencies, militaries, or other competing organizations into the USDF.

    The external transfer process shall commence upon the submission of a transfer application on the PTS or through an on-client interview conducted by an approved processing authority. Successful applicants will be assigned a Selectee (SEL) rank, marking the start of the Selectee Probationary Period. Upon completion of this period, the Selectee will either be granted a final rank, as determined by OMP ML1+, or have their transfer deferred, resulting in an honorable discharge.

    All external transfers shall be governed by the provisions of this Regulation and by internal operational standards established by the DMP, the USD P&R, or the Chief of Staff (CoS).

    SUBSECTION 1. Processing Authority
    The DMP shall maintain executive authority over all external transfer operations and may establish inter-office policies governing selectee rank authorization and processing procedures.

    External transfers shall be processed exclusively by the OMP at the discretion of the DMP and OMP ML1, who reserve the right to deny transfer requests without cause.
    • The DMP and OMP ML1 reserve the right to modify a selectee's rank at their discretion.
    The active selectee and final rank issuing authority shall be defined in Table 7. Selectee and Final Rank Issuing Authority.

    SUBSECTION 2. External Transfer Conditions
    All transfer applicants must resign from their current military or agency prior to initiating a USDF transfer.

    Transfer applicants must meet the minimum service requirement of 30 days at their former organization in order to become eligible for a transfer.

    Personnel may request external transfers up to 4 times. After the 4th denial, subsequent transfer requests shall be automatically rejected, and individuals must pursue enlistment.
    • Personnel who exceed the outlined request limit may reapply if their most recent request was submitted more than 6 months prior.
    Personnel with a prior Dishonorable discharge who have received a pardon are limited to a maximum transfer rank of JNCO/SEL.
    • Personnel discharged at JNCO/SEL are ineligible for transfer and must wait 3 months post-pardon before reapplying.
    • All pardoned personnel must also complete standard probationary requirements.
    Any individual who has been honorably discharged or discharged as AWOL from the USDF multiple times must adhere to the conditions outlined in Table 8: Transfer Conditions Based on HD/AWOL Count.

    Personnel who submit a transfer form on the PTS may enlist while awaiting processing without affecting their transfer. Those already enlisted remain eligible to transfer within 7 days of enlistment and are required to host only one IRDT or FEAT {R} upon obtaining FEAT {B}.

    Selectees who begin their selectee period and go AWOL before receiving a final rank, and who subsequently request another transfer, shall be demoted to the appropriate selectee rank in the following order: OFF/SEL -> WO/SEL -> SNCO/SEL -> JNCO/SEL -> Standard enlistment.

    Selectees shall have 24 hours from the final rank offer to accept or decline. Failure to respond within this timeframe shall result in automatic transfer withdrawal.

    Individuals who have been denied a transfer shall be eligible to transfer again after 7 days.

    External transfers involving personnel from an allied foreign organization shall be governed by the conditions outlined in the applicable alliance treaty. In the absence of specific provisions within the treaty, the standards of this Regulation shall apply.

    SUBSECTION 3. Experience Verification Standards
    OMP personnel must complete a service history verification before final rank assignment to selectees.

    Service history verification must be completed through accessible accounts or verified resources and contacts. Unverifiable service history shall not count toward transfer consideration.

    Selectees who falsify information during the transfer process shall be subject to disciplinary action under Article 12a of the UCMJ.

    Internal verification methods and procedures shall be established by the DMP.

    SUBSECTION 4. Selectee Probationary Period
    All external transfers are initially assigned selectee status pending completion of probationary requirements.

    Probation duration shall be determined by the DMP in consultation with the USD P&R and members of the NSC. Active probationary period durations shall be defined in Table 9. Selectee Probationary Periods.
    • The DMP reserves the right to modify the individual probationary period duration at their discretion. Such authority may also be granted to OMP ML1 by the DMP.

    Selectees must obtain all required FEATs before probation completion. Failure to meet training standards shall result in a discharge for inability to meet selectee requirements.

    OMP ML1+ personnel reserve the right to impose additional requirements and conditions before a final rank is issued to the selectee.

    OMP is obligated to inform selectees of the conditions and requirements of their probationary period at the outset of their assignment to the SEL rank.

    SUBSECTION 5. Operational Restrictions on Selectees
    Selectees are limited to hosting the IRDT and FEAT {R} until probation completion and final rank assignment.

    Selectees are prohibited from joining any office until they have completed their probationary period and have been offered a final rank.
    • Commissioned Officer Selectees may join an office with prior approval from the DMP, the USD P&R, or the CoS.
      • Officer Selectees who have joined an office may host relevant FEATs, PTPs, and FTIs upon receiving SRI/GPI/FTI certification, in accordance with established training regulations.
    CHAPTER 6. REACH OUT PROGRAM
    The Reach Out Program (ROP) provides confidential support for personnel experiencing career-related concerns or considering separation from USDF service.

    The program offers immediate assistance through direct consultation with OSD+ members to assess concerns, develop support plans, and provide guidance for career progression.

    Personnel may access the program through an application, which immediately notifies requested OSD/NSC members for prompt response.

    The Reach Out Program may not be used as a substitute for established procedures, including the submission of an ARF or the creation of a suggestion.

    All program interactions remain confidential, and dissatisfactory experiences should be reported directly to the DepSecDef.
