CHAPTER 1. GENERAL PROVISIONS
Section 1. Exordium
The United States Defense Force (USDF) maintains a comprehensive set of policies for engaging with foreign entities. These policies are designed to foster a consistently positive, professional, and collaborative atmosphere across the agency floor.
By establishing clear, structured, and formal channels of communication, the USDF ensures effective coordination and development with the foreign or external affairs departments of outside organizations.

Section 2. Applicability
All personnel are bound by this Regulation upon enlistment, throughout their service in the USDF, and in explicitly prescribed situations after their discharge from the USDF, as specified in regulations.
Foreign entities and allied personnel shall be bound by these policies, regardless of any prior or current employment or diplomatic relations with the USDF.
Section 3. Authority and Oversight
All foreign policy standards fall under the executive authority of the Secretary of Defense (SecDef).
The implementation and administrative oversight of these standards shall be delegated to the Director of International and Regional Security Affairs (DIRSA).
The Office of International Security Affairs (OISA) shall be responsible for the ongoing enforcement of these policies for as long as they remain in effect.
CHAPTER 2. RECOGNITION OF FOREIGN ORGANIZATIONS
Section 1. General Provisions
The USDF shall, at its discretion, recognize foreign entities in support of its commitment to maintaining a respectful and cooperative environment on the agency floor.
Personnel belonging to a recognized foreign organization ("recognized personnel") shall be granted access to the AFK and R&R areas of the United States Defense Force (USDF) headquarters, provided they meet the minimum rank requirements established in this Regulation. Such access shall only be extended to:
- Commissioned Officers holding the rank of O1 or above in a military-based organization;
- Individuals holding the rank of 5iC or higher within an agency-based organization; and
- Personnel officially designated as members of the external affairs department of the recognized organization.
Recognized personnel must be in uniform and must display the appropriate personnel identification badge at all times while on USDF premises.
The SecDef, National Security Advisor (NSA), Under Secretary of Defense for Intelligence and Security (USD I&S), and the DIRSA may suspend HQ access to any recognized personnel at their discretion.
Recognized personnel shall be subject to all applicable components of the USDF policy structure while present at USDF facilities. USDF personnel operating within the premises of a recognized foreign organization shall remain subject to USDF standards in addition to the regulations of the host entity.

- In the event of a conflict between regulatory frameworks, USDF personnel must give precedence to USDF regulations.
SUBSECTION 1. Mutual Recognition Treaties
The USDF may enter into a mutual recognition treaty with a foreign organization, outlining specific terms, privileges, and obligations that govern the diplomatic relationship between both parties.
Such a treaty, once signed and ratified by both parties, shall take precedence over the provisions of this Regulation to the extent that it does not infringe upon vital elements of USDF policy, security, or operational integrity.

For a mutual recognition treaty to be considered valid and binding, it must be signed by one of the following representatives of the foreign organization:
- The organization's First-in-Command (1iC); or,
- The organization's Second-in-Command (2iC); or,
- The organization's Top Foreign Delegate (TFD).
Section 2. Recognition Requirements
A foreign organization must cumulatively satisfy all of the following criteria to be deemed eligible for formal recognition by the USDF:
- Must have been established for a minimum of 14 days;
- Must maintain a minimum of 35 personnel listed on its selective ID badge;
- Must have at least 15 personnel who have remained on the selective ID badge for no fewer than 10 days;
- Must have all director-level and department head positions filled;
- Must not have any involvement in acts of illegal warfare since its establishment;
- Illegal warfare includes participation in, or promotion of, unlawful tactics, including but not limited to cybercrimes such as doxing, DDoS attacks, or phishing.
- Must be willing to sign and submit to all terms outlined in the CIW-I.
Section 3. Official Contacts
The DIRSA shall be responsible for all suggestions and recommendations concerning organizational recognition.
- Any member of the OISA may be contacted to communicate such suggestions or recommendations to the DIRSA.
The USDF reserves the right to terminate recognition of any organization at any time, with or without cause. Such termination shall be at the sole discretion of the USDF.
CHAPTER 3. ALLIANCES WITH FOREIGN ORGANIZATIONS
Section 1. General Provisions
The USDF may, at its discretion, enter into formal alliance agreements with foreign organizations to establish diplomatic and operational partnerships. Such alliances represent formalized relationships, negotiated through mutually agreed terms between participating parties.
Personnel belonging to an allied organization ("allied personnel") shall receive preferential treatment in accordance with established Regulations, as well as a 10c discount on any VIP purchases within USDF facilities.
For an alliance treaty to be considered valid and binding, it must be signed by one of the following representatives of the foreign organization:
- The organization's First-in-Command (1iC); or,
- The organization's Second-in-Command (2iC); or,
- The organization's Top Foreign Delegate (TFD).
SUBSECTION 1. Official Contacts
OISA personnel shall serve as the primary liaison for communicating alliance interests to the DIRSA. All subsequent alliance correspondence shall be directed through the DIRSA.Members of the OISA Command may, with the approval of the DIRSA, draft treaty terms. OISA Command may not enact treaty terms; such authority shall remain exclusive to the DIRSA.
Section 2. Alliance Requirements
A foreign organization must cumulatively satisfy all of the following criteria to be deemed eligible for formal alliance with the USDF:
- Must have been established for a minimum of 28 days;
- Must employ a minimum of 75 personnel, with no fewer than 30 members having remained on the selective ID badge for a minimum of 20 days;
- Must have all director-level and department head positions filled;
- Must not have any involvement in acts of illegal warfare since its establishment;
- Must be willing to sign and submit to all terms outlined in the CIW-I.
Section 3. Standard Alliance Protocols
All alliance treaties with the USDF shall incorporate some form of the following standardized protocols:

Personnel employed by either party may transfer between organizations at their discretion.Transferees are not guaranteed equivalent rank or position when joining the USDF.
The USDF will not monitor individual transfers between allied organizations except in cases involving specific ranks or positions, and only when justified by defined operational requirements.
SUBSECTION 4. Defense and Security Protocols
- Such confirmation shall require the provision of verified proof to, and acknowledgment by, the opposing organization's 1iC before enforcement.

Unauthorized amendments may result in the temporary nullification of the alliance agreement.
All amendments require appropriate notification to all parties prior to implementation.
Section 4. Termination of Alliance
SUBSECTION 1. Grounds for Termination
An alliance treaty may be terminated for any of the following reasons:- Closure or dissolution of either organization;
- Declaration of war between the allied organizations;
- Material violation of any established protocol;
- Engagement in a war against an ally of the other organization;
- Imposition of sanctions upon the allied organization.
SUBSECTION 2. Termination Protocols
The issuing party must provide written notice at least 24 hours before the official termination of the alliance agreement.The SecDef shall possess exclusive authority to terminate an alliance on behalf of the USDF, provided that appropriate notification is issued to the foreign organization's 1iC, 2iC, or TFD.
- In the event that a Declaration of War is to be issued, the alliance agreement may be terminated without prior warning or notice.
CHAPTER 4. MEDIA AND COMMUNICATION POLICIES
The USDF maintains strict protocols governing all media interactions, information requests, and communications with external entities to ensure operational security, maintain proper diplomatic channels, and preserve the integrity of official information.
All USDF personnel are required to adhere to established communication protocols when approached by external parties seeking information, interviews, or official statements.

Section 1. Information Requests
Members, diplomats, or representatives of foreign organizations are prohibited from conducting interviews or receiving official information directly from USDF personnel, except through authorized channels. USDF personnel approached by foreign entities must immediately redirect all information transactions, requests, or similar inquiries to OISA personnel.
Information obtained through inappropriate or unauthorized personnel or channels shall be deemed unofficial and shall not, under any circumstance, represent the USDF in any form or capacity.
Information requests must be directed to:
- The Office of International Security Affairs (OISA); or,
- The National Security Council (NSC).
The Director of Public Affairs (DPA) may respond to queries specifically relating to USDF media releases or public events.
SUBSECTION 1. Fansite and Civilian Requests
USDF personnel approached by such entities are prohibited from engaging in substantive communications regarding USDF operations, policies, or official positions.
Section 2. Event Scheduling
Representatives of foreign military or agency organizations may approach OISA Command personnel for the purpose of:
- Scheduling joint events with the USDF;
- Discussing terms related to organizational recognition;
- Negotiating alliance agreements or other diplomatic arrangements.
SUBSECTION 1. Fansite and Civilian Requests
Entities representing official fansites or other non-military, non-agency organizations seeking to schedule events with the USDF must approach either:- The USD P&E; or,
- The NSC.
CHAPTER 5. ENFORCEMENT AND SANCTIONS
Section 1. General Provisions
The DIRSA, operating under the supervision of the USD I&S and the NSA, is authorized to issue formal sanctions ("Resolutions"), and implement related punitive measures against foreign entities that engage in activities detrimental to USDF personnel, interests, or allies.
The USDF reserves the right to implement both multilateral and unilateral resolutions.
Section 2. Types of Resolutions
Individual Resolutions | Individual Resolutions target specific personnel within foreign organizations who have engaged in, are currently engaging in, or demonstrate intent to engage in activities that harm USDF personnel or interests, thereby creating a negative and hostile environment. Individual Resolutions shall serve as a foundation for implementing subsequent resolutions as deemed necessary by OISA. |
Diplomatic Resolutions | Diplomatic Resolutions involve the severance of all diplomatic relations with the target organization. These sanctions express dissatisfaction through diplomatic and political measures rather than economic or military means. Diplomatic resolutions include, but are not limited to, the abolition of diplomatic staff assignments or missions, cancellation of visitation rights for both USDF and foreign personnel, embargo of all collaborative interactions such as sports events, ceremonial parades, and joint events, suspension of all formal communications channels, and withdrawal of diplomatic recognition or privileges. |
Economic Resolutions | Economic Resolutions target the financial relationships and economic benefits previously extended to sanctioned organizations. These sanctions express dissatisfaction through measures designed to impact the organization's financial stability and growth prospects. Economic resolutions include, but are not limited to, the cancellation or embargo of VIP membership for all USDF personnel, for which affected individuals may be reimbursed in accordance with the provisions established in Subsection 1 of this Section. |
Military Resolutions | Military Resolutions authorize the use of warranted and legally justified methods of warfare against the sanctioned entity. |
SUBSECTION 1. VIP Membership Reimbursement for USDF Personnel
- Personnel who joined the sanctioned organization 5 or more days prior to resolution implementation shall receive appropriate reimbursement;
- Maximum reimbursement amount shall not exceed 50c.
Section 3. Enforcement and Resolution of Sanctions
Sanctioned organizations may be subject to specific terms imposed by the DIRSA, NSA, or the SecDef within the scope of a resolution.
- Unless stated otherwise, such terms shall be unconditional and may lead to further, more severe sanctions if left unresolved for an extended period.
- Upon fulfillment of all required terms, the DIRSA or another designated authority must be contacted without delay.
- Membership shall be reinstated once the individual has been either discharged from the sanctioned organization or upon the organization's closure, provided that the individual has not engaged in hostile action against the USDF during that period.
CHAPTER 6. CONDEMNATION OF ILLEGAL WARFARE - INITIATIVE (CIW-I)

The USDF shall not harbor or assist any Illegal Warfare operatives under any circumstances, nor shall such individuals be granted VIP access.Section 1. Illegal Warfare Policy
The USDF shall maintain a firm opposition to Illegal Warfare, including, but not limited to, conducting, threatening, or insinuating any form of cybercrimes such as doxing, DDoS attacks, or phishing.

Section 2. Debarment of Illegal Warfare Operatives (IWO)
Individuals seeking removal from the Debarment List may submit a petition to the USDF. Such petitions must be accompanied by concrete evidence for review and consideration by the USDF.
