CHAPTER 1. GENERAL PROVISIONS
Subsection 1. Exordium
The United States Defence Force (USDF) establishes a set of policies when dealing with foreign entities. As it works to interact with other organizations to create a consistently positive and growing atmosphere within the agencies floor, these policies allow for a clear, linear, and formalized channel of communication for developments with an outside entities' foreign/external affairs department.

Subsection 3. Persons subject to this Policy
Any member of the United States Defense Force, including those in active or reserve status. Personnel are subject to this document from the time of their enlistment into the United States Defense Force. Foreign entities are also subject to these policies regardless of prior/current employment or diplomatic status with the USDF.
Subsection 4. Jurisdiction
All foreign policy standards are subjugated to the executive authority of the Secretary of Defense. The following herein is administratively governed by the Director of International and Regional Security Affairs (DIRSA) as delegated by the Secretary of Defense. The Office of International Security Affairs (OISA) is responsible for the continued enforcement as long as these articles are in place.
CHAPTER 2. USDF MEDIA POLICIES
Subsection 1. Diplomatic Requests to USDF Personnel
Members/Diplomats of foreign organizations (militaries and/or agencies) cannot interview or receive official information from any USDF personnel outside of personnel in the Office of International Security Affairs or the National Security Council. Foreign entities must be redirected to a member of OISA to handle all forms of information transactions, request, or anything similar. The DPA may answer queries with regards to USDF media or events. Subsection 2. Fansite requests to USDF Personnel
Entities from a fansite (or other non-military/agency figure) must be redirected directly to the DCET or USD P&E.
Subsection 3. Referencing the DCET or OISA
USDF Personnel are responsible for providing the inquiring party with methods or sources for getting in contact with the DCET or OISA personnel.
Subsection 4. Scheduling an event with USDF
Members/Representatives of military/agency organizations can approach OISA Command for scheduling events with the USDF. Representatives from foreign entities may also do the same to discuss recognition/alliance terms.
Members/Representatives of fan-sites must approach the DCET, USD P&E or NSC for scheduling events with the USDF. Representatives from fan-sites who wish to discuss alliance terms may contact the DIRSA.
CHAPTER 3. RECOGNITION OF FOREIGN ORGANIZATIONS
Subsection 1. Terms and Definitions
USDF "recognizes" other organizations in efforts of showing care to the diverse environment that is the agencies floor. Foreign organizations are not required to return the recognition, but it is positively recommended and appreciated.
When USDF recognizes another organization, Officers (O1+) of a military organization, 5iC+ at agency organizations, and members of the foreign/external affairs staff will be allowed entry to USDF's HQ to be seated in the R&R or the VIP. Personnel must always be in regular uniform and displaying appropriate personnel ID in order to be allowed in and stay on USDF property.
Recognized individuals will be subject to USDF regulations when at USDF. USDF personnel who are at a recognized foreign organization will be subject to USDF standards as well as regulations in place by the foreign entity. In the event that regulations conflict, USDF personnel must always take USDF regulation as the priority.
Subsection 2. Recognition Requirements
- Be established for a minimum of 14 days.
- Have a minimum of 35 personnel on selective ID badge
- All director/department head positions filled
- 15 personnel on ID badge must have been on the badge for no less than 10 days
- No evidence whatsoever referring acts of illegal warfare since being established
The DIRSA handles all recognition suggestions and recommendations. Any member of OISA may be contacted to notify the DIRSA.
Subsection 4. Termination of Recognition
USDF reserves the right to end a recognition agreement with another organization at any time for any reason whatsoever. Agency organizations may be subject to different requirements depending on the structure of the organization.
CHAPTER 4. ALLIANCES WITH FOREIGN ORGANIZATIONS
Subsection 1. Term and Definitions
Alliances, or treaties, are the formalized relationship between USDF and a foreign organization. Alliances are usually longer in length and are negotiated through terms set by each party. Members of allied organizations will receive a 10c discount on any Standard/Platinum/Diamond VIP purchase.
USDF mandates that only the 1iC, 2iC, and/or TFD of a foreign organization may sign the alliance for it to be considered consented to and effective. All alliance terms with agency organizations will be settled to conveniently match ranks and positions.
Subsection 2. Alliance Requirements
All of the protocols above will be converted appropriately and conveniently for agency organizations.
Requirements
- Must be established for a minimum of 28 days.
- All director/department head positions filled.
- Must be willing to sign and submit to all terms within the CIW-I.
- No evidence whatsoever referring to acts of illegal warfare since being established.
- Must employ a minimum of 75 personnel, where a minimum of 30 members on the selective ID badge must be employed for more than 20 days.
Any member of OISA Command member may draft, but not enact, treaty terms with consent from the DIRSA. OISA personnel can be contacted to notify the DIRSA about alliance interests. Alliance processing updates should be directed to the DIRSA.
Subsection 3. Foreign Protocols
Every alliance with the USDF will be established with the following topics mentioned and/or enacted in some form.

Note: The USDF will display a badge banner for the allied organization within its lobby when applicable.
Transfer Protocols
- Individuals employed by either party are free to transfer as they see fit.
- Transferees are not guaranteed equal rank or position when transferring to the USDF.
- USDF does not support monitoring individual transfers between allied organizations unless for a specific small range of ranks or positions and for a defined reason.
- Individuals from either party found to be spying once authorized by an official authority must be discharged once appropriate proof is sent, received, and verified by the opposite organization's 1iC.
- No organization within an alliance is required to side with the opposite organization in the event of a war.
- Allies cannot host images, social media, footage, or anything similar to the pretense, on any channel or method of publication in efforts of representing the allied organization in an official capacity.
- Only the 1iC, 2iC, and/or TFD may authorize any form of amendment to the treaty once established.
- Amending the treaty without appropriate notification may result in temporary nullification.
The treaty may be terminated due to any of the following reasons:
- Closure of either organization.
- Both organizations enter war against each other.
- Any protocol above is violated.
- Organizations involved in a war against an ally of the other organization.
- A sanction onto the allied organization is placed
Termination of an Alliance
Only the SecDef may end an alliance following notice to the foreign organization's 1iC, 2iC, or TFD. If a Declaration of War is to follow, then the treaty may be terminated without any warning or notice.
CHAPTER 5. CONSEQUENCES OF VIOLATING TERMS REGARDLESS OF TREATY OR AGREEMENT
Subsection 1. Types of Sanctions
The Director of International and Regional Security Affairs (DIRSA), under the supervision of the USD for Intelligence and Security (I&S) and/or the National Security Advisor (NSA), reserves the right to issue sanctions formally referred to as "Resolutions" and similar punitive actions against any foreign entity that, in any capacity, seeks to harm USDF personnel and/or other parties and initiatives working in the interests of the USDF. The USDF may also implement multilateral and/or unilateral resolutions.
Individual Resolutions | The sanctioning of individual personnel within an organization. Individual sanctions aim to identify individuals working within another organization that have harmed, is harming, or will harm USDF personnel or interests in efforts of creating a negative and toxic environment within the groups' floor. Individual resolutions will result in enacting subsequent Resolutions as deemed appropriate by OISA. |
Diplomatic Resolutions | The removal of all Diplomatic ties with an organization. Diplomatic sanctions express dissatisfaction through more diplomatic and political means - rather than through economic or military means. Diplomatic sanctions include, but are not limited to: abolition of diplomatic staff or missions, cancellation of visiting rights for USDF/foreign personnel, and the embargo of all interactions through sports, events, parades, or anything similar. |
Economic Resolutions1 | The removal of all USDF-based financial aid with an organization. Economic sanctions express dissatisfaction through efforts of hindering an organization's financial growth and stability - rather than through military or diplomatic means. Economic sanctions include, but are not limited to, the cancellation/embargo of VIP membership for all USDF personnel. |
Military Resolutions | The use of warranted and legal methods of warfare against an entity. |
Subsection 2. Resolving sanctions
Organizations may be subject to specific terms set by the DIRSA, NSA, and/or the SecDef within resolutions. Unless stated otherwise, the terms will be unconditional and subject to further, more severe sanctions if they remain unresolved for an extended period. Once the terms are met, the DIRSA or another specified party should be contacted immediately.
Individuals who are employed at a sanctioned organization will have their VIP badge removed 5 days after a resolution if they have not been discharged from that organization. Membership will be returned once they have discharged or once the organization closes pending the individual has not attacked USDF in that time.
1: USDF personnel will be appropriately reimbursed if they joined 5 or more days BEFORE any resolution was given. No refunds given if joined 4 or less days before resolution. Max 50c refund. Badge join date is what will be used.
CHAPTER 6. CONDEMNATION OF ILLEGAL WARFARE
Subsection 1. Illegal Warfare Policy
USDF will always be in opposition of Illegal Warfare. This includes conducting, threatening or hinting at (but is not limited to) any form of hacking, "DDoSing", "DOXing" and public release of personal information. USDF will not endorse or aid any third party organizations that wish to involve themselves in Illegal Warfare.

USDF will always be in opposition of Illegal Warfare. This includes conducting, threatening or hinting at (but is not limited to) any form of hacking, "DDoSing", "DOXing" and public release of personal information. USDF will not endorse or aid any third party organizations that wish to involve themselves in Illegal Warfare.
A. Debarment of Illegal Warfare Operatives
USDF will not harbor or aid any Illegal Warfare Operatives under any circumstances nor will they be permitted VIP access.
Individuals that wish to be removed from the Debarment List may petition their removal to USDF. Petitions and motions initiated by individuals must be supported with concrete evidence provided for USDF to review. A collective list of barred individuals can be found below:
