    CHAPTER 1. Chain of Command
    Subsection 1. General Information
    • Image below illustrates the chain of command and reporting procedure for USDF.
      • This process should be adhered to and links should only be skipped if it's a higher priority than junior command or if issues remain unresolved
    • Not following the Chain of Command after multiple warnings may result in disciplinary action.
    • Office-related queries should be directed to the relevant office's command.
      • The Director should be the last attempt along the chain and regular-member matters should not go straight to them
    The chain of command should generally appear as this within an office:
    OHNCO > XO > CO > AD > Director
    • Inquiries related to USDF as a whole should follow the Senior Chain of Command. An NCO would approach their Branch Head NCO (MCPON/SgtMajMC/SMA/CMSAF), SWOA, or SEAC before proceeding up the Chain of Command.
    • If the issue is not resolved at the lower chain, it should be brought to the attention of the individual next in the Chain of Command.
      • If the issue is still not resolved, the NCO may contact their Office Director through a Discord PM following the Open Door Policy.
    • No issue should be raised to the Senior Command before first attempting to find a resolution in the lower Chain of Command, outlined above.
      • Unless it is a matter pertaining to OPSEC material, in which case the Chain of Command may be skipped.
      • Office Directors are exempt from this


    The Chain of Command may be skipped if one of the following applies:
    • The issue is regarding the person next in the CoC
    • The issue is above the clearance of the next person in CoC
    • The issue is urgent and must be resolved as soon as possible

    CHAPTER 2. Roles and Responsibilities
    Subsection 1. Line of Succession

    The line of succession is the line in which the position of the Secretary of Defense (SecDef) is awarded when the SecDef retires or goes on leave. The order of succession is as follows:

    1. DepSecDef
    2. NSC Member
    3. Senior OSD Member
    4. OSD Member


    Subsection 2. National Security Council (NSC)

    EL1 - Secretary of Defense (SecDef)
    This position holds supreme power and is Commander-in-Chief (1iC) of the USDF. The SecDef is in overall charge of administration and legislative powers within or in relation to the USDF. Duties include, but are not limited to:
    • Legislative decisions
    • Administrative decisions
    • Executive decisions
    • Staff decisions
    • Legal decisions
    • Procedures, Policies and Protocol decisions (e.g., Uniform, promotions, medals, etc)
    • Monitoring and controlling of the Office of the Secretary of Defense
    • Forum administration

    EL2 - Deputy Secretary of Defense (DepSecDef)
    This position serves as the 2nd-in-Command (2iC) and assistant to the SecDef in all matters listed below. The DepSecDef shall serve as the primary communication line for military directors to the SecDef. Duties include, but are not limited to:
    • Assist in legislative decisions
    • Assist in administrative decisions
    • Assist in executive decisions
    • Assist in staff decisions
    • Assist in legal decisions
    • Assist in procedures, policies and protocol decisions (e.g., Uniform, promotions, medals, etc)
    • Assist in monitoring and controlling of the Office of the Secretary of Defense
    • Assist in forum administration
    • Track and audit all financial programs and initiatives within the military


    EL3 - Chief of Staff (CoS)
    This position supports the SecDef and DepSecDef in all matters listed below. This position shall also carry out and all directives and orders, while also ensuring that the NSC and OSD are functioning at full capacity and to the expectation of the SecDef. The CoS reports to the DepSecDef. Duties include, but are not limited to:
    • Assist in legislative decisions
    • Assist in administrative decisions
    • Assist in executive decisions
    • Assist in staff decisions
    • Assist in legal decisions
    • Assist in monitoring and controlling of the Office of the Secretary of Defense
    • Provide strategic direction and oversight of the OOT&E, OJFD, OJAG and OMP offices
    • Assist the SecDef/DepSecDef with any other operational needs, as required
    • Assist the CJCS with any functions and activities, along with guidance if needed
    • Provide advice and guidance for the SecDef and Deputy SecDef
    • Work on statistic, activities and functions that benefit USDF
     
    EL3 - Chairman, Joint Chiefs of Staff (CJCS)
    This position is responsible for planning and coordinating the development of USDF collectively across all branches, as well as the conduction of all official affairs for their respective military branch. This position shall also support the SecDef, DepSecDef, and CoS in all matters listed below. The CJCS reports to the DepSecDef. Duties include, but are not limited to:
    • Assist in legislative decisions
    • Assist in administrative decisions
    • Assist in executive decisions
    • Assist in staff decisions
    • Assist in legal decisions
    • Assist in procedures, policies and protocol decisions (e.g., Uniform, promotions, medals, etc)
    • Assist in monitoring and controlling of the Office of the Secretary of Defense
    • Assist in forum administration
    • Ensure development and success of military branches
    • Oversight of recruitment, organization, training, development, and mobilization of respective branch personnel, and
    • Assist the SecDef/DepSecDef with any other operational needs, as required
    EL3 - National Security Advisor (NSA)
    This position is responsible for the oversight of all intelligence and security matters pertaining to USDF. This position shall also be responsible for the appointment, oversight and progress coordination of the USD I&S, JSIG, DIRSA and CDR SOCOM. The NSA reports to the SecDef and shall brief the NSC on all matters pertaining to national security. Duties include, but are not limited to:
    • Providing strategic direction and oversight of USSOCOM, OISA and OJSIG activity
    • Assessing military-wide safety and security readiness
    • Advise the SecDef and DepSecDef on pertinent, highly-classified intelligence affairs
    • Coordinating and oversight of all military wartime operations and missions, and
    • Securing an advantageous and strategic military position among all organizations
    EL3 - Chief of Community Outreach (CCO)
    This position is responsible for focusing on Fansite operations. It will oversee outreach operations and strengthen our external communications, footprint and outreach, and ultimately foster better relationships within the wider Habbo community. Duties include, but are not limited to:
    • Oversight and strategic direction for all fansite operations.
    • Coordination of outreach projects to Habbo and wider communities.
    • Overseeing OPA, OSP&C, CET, ICSD, Titans & JDT
    • Assist in procedures, policies and protocol decisions (e.g., Uniform, promotions, medals, etc)
    • Promote Growth and Development within USDF
    • Work on statistic, activities and functions that benefit USDF
    • Assist in legislative decisions
    Subsection 3. Joint-Chiefs of Staff (JCS)

    EL4 - Branch Chief
    Chief of Naval Operations (CNO), Chief of Staff of Army (CSA), Chief of Staff of the Air Force (CSAF), Commandant of the Marine Corps (CMC)
    These positions are responsible for commanding and managing their respective branch. They each report to the Chairman of the Joint-Chiefs of Staff (CJCS) and appoint and command their respective Vice Branch Chief. Duties include, but are not limited to:
    • Assisting the CJCS in monitoring, overseeing, and maintaining quality control within the Joint Staff Directorate
    • Take part in discussions and meetings to find new ways to improve/innovate USDF further
    • Overseeing and managing the HQ, ensuring its running is efficient
    • Overseeing and monitoring commissioned officer training and development, including reviews of non-JSD officers and oversight of SODC and advancement boards
    • Ensuring and monitoring the progression of the Joint Staff Directorate, and all members of their respective branch
    • Ensuring administrative work on the forums is completed
    • Assisting with processing reinstatements/pardons when needed
    • Interacting with branch personnel to gain feedback and provide visible leadership
    • Supervising the Global Work Tracker, and
    • Assisting the CJCS in any other duties as required

    Subsection 4. Office of the Secretary of Defense (OSD)

    EL4 - Under Secretary of Defense, Comptroller (USD C)
    This position is responsible for organizing Ceremonial Parades, Payment Initiatives and JSS, as well as Management of SoW and WT and Evaluation of administrative processes. The USD C reports to the DepSecDef. Duties include, but are not limited to:
    • Routine personnel auditing of Forum, Discord, and Group badges
    • Maintains the Top Performers list as appropriate
    • Routine auditing of channels, roles and emojis
    • Organizes Ceremonial Parades, Payment Initiatives and the Joint Service Support
    • Oversight and management of the Standard of Work and Work Tracker programs
    • Evaluation of administrative processes
    • Track and audit all financial in-goings and out-goings within the military
    • Any other duties assigned by the DepSecDef

    EL4 - Under Secretary of Defense for Personnel & Readiness (USD P&R)
    This position is responsible for ensuring that OMP and OJAG effectively and cohesively work together to ensure that all personnel are fit and ready for all aspects of the USDF. The USD P&R is also responsible for appointing and commanding the DMP and JAG. The USD P&R reports to the CoS. Duties include, but are not limited to:
    • Monitoring the offices of OMP and OJAG through direct supervision of the DMP and JAG
    • Ensuring that all USDF personnel are prepared for their relevant positions and suitable to continue to advance
    • Ensuring that USDF personnel are evenly spread and that HQ population is maintained to an acceptable level, and
    • Any other duties as assigned by the CoS in relation to personnel and readiness

    EL4 - Under Secretary of Defense for Intelligence & Security (USD I&S)
    This position is responsible for managing, coordinating and overseeing the USSOCOM, OJSIG and OISA subordinate commanders. The USD I&S is also responsible for appointing and commanding the CDR SOCOM, DIRSA and the JSIG. The USD I&S reports to the NSA. Duties include, but are not limited to:
    • Directing the activities of USSOCOM, OJSIG & OISA
    • Setting military-wide security policy
    • Executing Wartime Protocols
    • Advising the Office of the Secretary of Defense
    • Coordinating security-related duties as assigned by the NSA, and
    • Overseeing classified activity

    EL4 - Under Secretary of Defense for Policy & Engagement (USD P&E)
    This position is responsible for managing, coordinating and overseeing the OPA, CET and OSP&C. The USD P&E is also responsible for appointing and commanding the DPA, DCET and DSP&C. The USD P&E reports to the CCO. Duties include, but are not limited to:
    • Setting military-wide direction
    • Directing engagement into the HabboX, NFT and Habbo community
    • Reviewing and evaluating policy, procedure and regulations
    • Giving direction and assessing OPA and OSP&C to set and maintain high standards
    • Overseeing the Community & Engagement Team (CET)
    • Advising the DepSecDef and Office of the Secretary of Defense, and
    • Handling administrative requirements and any other duties as assigned by the CCO

    EL4 - Under Secretary of Defense for Education (USD ED)
    This position is responsible for managing, coordinating, and overseeing the OOT&E and OJFD. The USD ED is also responsible for appointing and commanding the DOT&E and DJFD. The USD ED reports to the CoS. Duties include, but are not limited to:
    • Reviewing and evaluating {L}, {W}, and {O} exams with the aim to continue a tradition of forward-thinking and inclusive material
    • Overseeing the training, assessment and grading of personnel in all core training areas
    • Ensuring the Office of Joint Force Development successfully manages to provide and sustain USDF with the quality training that personnel require on a punctual requirement
    • Overseeing the Officer Candidate School and Warrant Officer Development Course
    • Consistently reviewing and improving the methods of education in USDF, and
    • Working closely with JCS to maintain and improve the quality of education given to USDF personnel

    EL4 - Under Secretary of Defense for Defense Innovation (USD DI)
    This position is responsible for the overseeing the Interactive Combat Simulation Division, Joint Drill Team and USDF Titans as well as other duties assigned. The USD DI reports to the CCO. Duties include, but are not limited to:
    • Oversees ICSD by facilitating smooth coordination and execution of our roleplay and practical initiatives
    • Oversees JDT & Titans by ensuring regular success in both divisions
    • Assisting CDR ASO & CDR ICSD with any duties to ensure smooth operations within USDF
    • Any other duties assigned by the CCO

    EL4 - Chief Technology Officer (CTO)
    This position is responsible for managing the USDF technology and tech security. The CTO reports to the SecDef. Duties include, but are not limited to:
    • Forum management
    • Google Drive management, and
    • PTS management and security

    Subjection 5. Vice Joint-Chiefs of Staff (VJCS)

    EL5 - Vice Branch Chief
    Vice Chief of Naval Operations (VCNO), Vice Chief of Staff of Army (VCSA), Vice Chief of Staff of the Air Force (VCSAF), Assistant Commandant of the Marine Corps (ACMC)
    These positions are responsible for assisting their respective branch chief in managing their branch. They each report to their respective branch chief. Duties include, but are not limited to:
    • First point of contact for COs (shared duties with Branch Chief).
    • First point of contact for OCS concerns and W3-W5
    • Assisting the Branch Chief in monitoring, overseeing, and maintaining quality control within the Joint Staff Directorate.
    • Take part in discussions and meetings to find new ways to improve/innovate USDF further.
    • Overseeing the Councils and ensuring all work is being completed
    • Overseeing and managing the HQ, ensuring its running is efficient
    • Assisting in the oversight and monitoring commissioned officer training and development, including assisting with reviews of non-JSD officers.
    • Ensuring and monitoring the progression of all members of their respective branch
    • Ensuring administrative work on the forums is completed
    • Interacting with branch personnel to gain feedback and provide visible leadership
    • Assisting the BHNCO and SWOA with branch awards
    • Supervising the Global Work Tracker
    • Assisting their Branch Chief or CJCS in any other duties as required.

    Subsection 6. Joint Staff Directorate (JSD)

    EL5 - Director of Manpower and Personnel (DMP)
    This position is responsible for personnel logistics and matters pertaining to staff and personnel whether it be about administration, rewards, service time tracking, and upholding the regulations. The DMP reports to the USD P&R. Duties include, but are not limited to:
    • Monitoring and controlling of all external and internal transfer procedures
    • Processing resignations and honorable discharges, retaining members when possible
    • Ensuring that transfers are handled correctly and are given without bias
    • Overseeing and handling the reinstatement of resigned/retired personnel
    • Monitoring and handling branch personnel numbers and supplying statistics to the OSD
    • Any other issues pertaining to the monitoring and controlling of staff and personnel
    • Managing and maintaining quality control within OMP, and
    • Any other administrative duties issued by the OSD

    EL5 - Director of Joint Force Development (DJFD)
    This position is responsible for training logistics within USDF. The DJFD reports to the USD ED. Duties include, but are not limited to:
    • The training, grading and assessment of personnel in all core training areas
    • Assessment and evaluation of the current training methods of USDF in relation to the resources, options and opportunities provided by Habbo to ensure efficiency in Training is being maintained
    • Suggestion and Implementation of new methods/innovations in relation to training
    • Ensuring the Office of Joint Force Development successfully manages to provide and sustain USDF with the quality training that personnel require on a punctual requirement, and
    • Managing and leading the OJFD

    EL5 - Joint Staff Inspector General (JSIG)
    This position is responsible for all law enforcement and discipline for the entirety of USDF. If there is no presiding JSIG, then all powers fall to the USD I&S (or upwards in the chain of command). The only authority higher than the JSIG on discipline related affairs is the National Security Council. The JSIG reports to the USD I&S. Duties include, but are not limited to:
    • Overseeing all complaints and keeping track of investigations/action request
    • Organizing AWOL checks and ensuring the PTS is cleaned regularly of AWOL members
    • Issuing demerits/infractions to USDF personnel who are in violation of the regulations/procedures
    • Ensuring that the regulations, legislations, and procedures are followed and upheld
    • Performing background/security checks
    • Managing and ensuring quality control is maintained within OJSIG
    • Any other duties the OSD requires of them
    • Working closely with the NSA and CDR SOCOM to ensure all USDF personnel are safe from internal threats
    • Leading operations, investigations, and assessments concerning USDF personnel to ensure security risks and threats are dealt with properly, and
    • Vetting command appointments as directed by the NSA

    EL5 - Director of Strategies, Plans, & Capabilities (DSP&C)
    This position is responsible for military-wide direction, planning, special projects and other administrative duties as assigned. The DSP&C reports to the USD P&E. Duties include, but are not limited to:
    • Continually reviewing, approving, editing and updating all regulations, policies and procedures
    • Engaging and surveying the opinion of members to gather feedback and input
    • Legislating approved suggestions
    • Overseeing and monitoring the development of office projects, and
    • Any other duties the OSD requires of them

    EL5 - Commander, Special Operations Command (CDR SOCOM)
    Classified, reports to the USD I&S.



    EL5 - Director of International and Regional Security Affairs (DIRSA)
    This position is responsible for all foreign affairs and directing the Office of International Security Affairs (OISA). The DIRSA reports to the USD I&S. Duties include, but are not limited to:
    • Negotiating and drafting relations and agreements with foreign organizations
    • Representing USDF to foreign organizations and official delegates
    • Reporting, tracking, evaluating and engaging foreign organizations
    • Advising the NSA and Joint Staff Directorate on foreign matters, and
    • Working closely with the NSA to ensure all USDF personnel are safe from foreign threats

    EL5 - Director of Public Affairs (DPA)
    This position is responsible for ensuring all areas of publicity and the professional visibility of USDF are operating effectively and favorably. The DPA reports to the USD P&E. Duties include, but are not limited to:
    • Innovating and organizing internal military events and organizing external events with organizations across the group floor
    • Organizing the logistics and organization of USDF military events both internal and external
    • Producing high quality publicity in the form of both media and Habbo presence
    • Managing and giving direction to the Office of Public Affairs and ensuring quality control for duties is maintained, and
    • Managing and coordinating all functions to do with the ceremonial parades, and coordinating all information to the OSD through the USD P&E

    EL5 - Director of Operational Tests and Evaluations (DOT&E)
    This position is responsible for implementing and maintaining all stages of education for personnel, and in charge of the Office of Operational Tests & Evaluations. The DOT&E reports to the USD ED. Duties include, but are not limited to:
    • Managing and organizing the Officer Candidate School in conjunction with the USD ED
    • Ensuring all Non-Commissioned Officers and Warrant Officers are given the required FEATs to be eligible for promotion
    • Constantly reviewing and improving the methods of education in USDF
    • Ensuring that personnel are given exams, grading, and feedback in an efficient time window
    • Working closely with JCS to maintain and improve the quality of education given to USDF personnel, and
    • Managing the OOT&E command team and giving their direction, as well as maintaining quality control

    EL5 - Judge Advocate General (JAG)
    This position is responsible for all legal affairs within USDF. If there is no presiding JAG, all powers fall to the USD P&R. The only authority higher than the JAG on legal affairs is USD P&R and NSC. The JAG reports to the USD P&R. Duties include, but are not limited to:
    • Reviewing all appeals submitted by personnel via the Punishment Appeal Form (PAF), with the exception of punishments handed out by members of the OSD
    • Cataloging all disciplinary reports filed via the Discipline Report Form (DRF)
    • Ruling and processing all pardons submitted by discharged personnel, and
    • Collaborating closely with OJSIG on legal affairs

    EL5 - Commander, Athletics and Sporting Operations (CDR ASO)
    This position is responsible for coordinating and managing both JDT and Titans, including their performances and competitions, as well as other administrative duties assigned. The CDR ASO reports to the USD DI. Duties include, but are not limited to:
    • Leading the JDT suboffice and managing performances.
    • Leading the Titans suboffice and scheduling practices/matches, and
    • Handling any other tasks from the USD DI and CCO.
    EL5 - Director of Community Engagement (DCET)
    This position is responsible for implementing and managing the Fansite and all external official USDF events. This position will also work in tandem with the DPA for large internal projects and events. The DCET reports to the USD P&E. Duties include, but are not limited to:
    • Innovating and organizing fansite operations and organzing external events.
    • Management of all Social Media platforms including Twitter, Twitch and YouTube.
    • Management of external advertising for USDF and it's fansite.
    • Managing and coordinating the Community Engagement Team.
    EL5 - Commander of the Interactive Combat Simulation Division (CDR ICSD)
    This position is responsible for the overall oversight of all roleplaying operations and members within the ICSD. The CDR ICSD reports to the USD DI. Duties include, but are not limited to:
    • Managing and organizing all roleplaying operations within the ICSD.
    • Evaluating all roleplaying training sessions within the USDF to ensure quality standards are maintained.
    • Handling requests for additional roleplaying areas and ensuring they meet operational needs.
    • Providing quality assurance within the ICSD command.
    • Any other duties assigned by the USD DI.
    Subsection 7. Branch Command

    ML1 - Senior Enlisted Advisor to the Chairman (SEAC)
    This position is the most senior of the Non-Commissioned Officers and Chief Warrant Officers and is the personal adviser to the CJCS on all matters and events in relation to the Non-Commissioned Officers and Chief Warrant Officers. The SEAC is appointed by and reports directly to the CJCS. Term length is strictly 3 months. Duties include, but are not limited to:
    • Oversight of the training, assessment and grading of Non-Commissioned Officers and Chief Warrant Officers
    • The oversight and development of all NCO and CWO retention programs
    • Actively mentoring and giving guidance to all CWOs and NCOs
    • Giving direction and guidance to BHNCOs and SWOAs
    • Assisting the JCS in facilitating Job Fairs
    • Assisting the OSD and JCS with any other duties as required
    ML2 - Senior Warrant Officer Advisor (SWOA)
    The SWOA falls under the OSEAC but primarily focus on their own division and council applications and administrative work. They will provide support to the BHNCO as needed, with a specific emphasis on representing the WOs of the branch and offering guidance on various WO-related matters, such as HNCO and XO positions, promotion processes, AP administration, and fostering branch spirit. Each SWOA is appointed by their respective branch chief with advisory from the SEAC. See Regulation 5, Chapter 3, Subsection 5 Table for information about term periods of SWOAs. The SWOAs report to their respective branch Vice Chief and the SEAC. Duties include, but are not limited to:
    • First point of contact for SNCO E9>W2
    • The training, assessment and grading of new Warrant Officers of their respective branch
    • Management of the Council Engagement division and branch identity.
    • Installing and working on programs to make branch more engaging, unique, and creation of branch-specific initiatives
    • Actively mentor and promote growth for their respective branch WOs until W3
    • Assisting the JCS and OSEAC in facilitating the Job Fairs.
    • Assisting the SEAC in any OSEAC Projects as required,
    • Assist their respective branch command in any matters as required.
    ML3 - Branch Head Non-Commissioned Officer (BHNCO)
    Master Chief Petty Officer of the Navy (MCPON), Sergeant Major of the Marine Corps (SgtMajMC), Sergeant Major of the Army (SMA), Chief Master Sergeant of the Air Force (CMSAF)
    These positions are the first point of contact for any Non-Commissioned Officer of the respective branch, providing assistance to all NCOs varying from career counseling to common NCO issues. The BHNCO is the Senior Enlisted Advisor to the respective Branch Chief in all matters and events in relation to the non-commissioned officers of that branch; each BHNCO is appointed by their respective branch chief with advisory from the SEAC. See Regulation 5, Chapter 3, Subsection 4 Table for information about term periods of BHNCOs.
    The BHNCOs report to their respective branch chiefs. Duties include, but are not limited to:
    • First point of contact for NCO.
    • The training, assessment and grading of Non-Commissioned Officers of their respective branch
    • Facilitating the JNCO Mentorship Program in concordance with other BHNCOs.
    • Facilitating the branches Events division and coordinating engagement within the branch.
    • Actively mentor and promote growth for their respective branch NCOs.
    • Assisting the JCS and OSEAC in facilitating the Job Fairs.
    • Assisting the SEAC in any OSEAC Projects as required.
    • Assist their respective branch command in any matters as required.
    Subsection 8. Office Command

    ML1 - Assistant Director (AD)
    This position assists the respective office director to manage and maintain quality control within their assigned office. They are picked individually by the director and must hold an officer rank. Their duties will be assigned, as appropriate, from the relevant director.

    ML2 - Commanding Officer (CO)
    This position assists their immediate office director and assistant director within their respective department to ensure that the regular members are efficiently managed and duties are completed in an organized and timely manner.

    ML3 - Executive Officer (XO)
    This position is the junior command role directly under the Commanding Officer (CO). The position is responsible for assisting their respective Commanding Officer with completing office duties and managing the regular members efficiently.

    Office Head Non-Commissioned Officer (OHNCO)
    Command Master Chief Petty Officer (CMDCM), Sergeant Major (SgtMaj), Command Sergeant Major (CSM), Command Chief Master Sergeant (CCM)
    As appointed to the respective branch's E9 command rank by the director of any office, they are henceforth responsible for all NCOs within that office. An E9 who is appointed as the OHNCO of their office is considered E9 command; however, these command ranks are the same pay grade as an E9. An E9 command NCO is only senior to an E9 when the E9 is in the same office. Otherwise, they are considered the same rank. OHNCOs have no ML designation. See Regulation 5, Chapter 3, Subsection 3 Table for information about term periods of OHNCOs.

    Subsection 9. Non-Operational Roles
    The positions of President, Vice-President, Speaker of the House and Senate Majority Leader of USDF are recognized as non-operational roles, and do not hold authority to conduct the duties associated with a regular commissioned officer or member of command. The role of President, Vice-President, Speaker of the House and Senate Majority Leader is to provide, where necessary, guidance and counsel to the Secretary of Defense and senior command on the strategic direction of USDF. The role of President is non-transferable and only to be awarded to the founder of USDF, the role of Vice-President, Speaker of the House and Senate Majority Leader are only to be appointed with the endorsement of the President.
    The President reserves the sole right to authorize and individually appoint (and remove) the Secretary of Defense at their discretion.


    Subsection 10. Command Position Removal
    Command members who are underperforming and not meeting necessary standards are subjected to the following removal procedure before removal from their positions.

    1. Official formal warning
    2. Formal meeting & probationary period1
    3. Removal from position
    1: Probationary periods must last for a minimum of two weeks. Satisfactory performance requirements need to be met over the probationary period and performance improvements consistent post probation.
    • NSC reserves the right to bypass the removal procedure and remove personnel who are unfit for the position.
