Introduction and Outline
We are pleased to announce a joint agreement between the United States Defense Force (USDF) and Interpol (INT) aimed at collectively strengthening and aiding both organizations. This alliance acknowledges both organizations as active establishments on the global stage of the Agencies floor on Habbo.com and emphasizes the importance of consultation and cooperation between both organizations. All policies pertaining to this document are in effect as of the 26th of March. This document has been drafted, finalized, and approved by the delegates of both organizations.
Entry Protocol
As part of this alliance, both organizations agree to allow personnel from the other organization to enter their headquarters.
USDF ENTRY CONDITIONS:
USDF ENTRY CONDITIONS:
- USDF’s Warrant Officers and above (W1+) as well as any member of OISA, are eligible to enter Interpol’s HQ.
- USDF's Commissioned Officers and above (O1+), as well as any member of OISA, are eligible to enter the VIP area of INT’s HQ.
INTERPOL ENTRY CONDITIONS:

Mutual Legislative Acts
In the interest of strengthening and supporting each other, both parties are expected to aid each other in time of need. Both parties agree not to engage in acts of war against each other, nor provide support to their enemies in times of conflict. Any disputes or concerns between the organizations are expected to be resolved through diplomatic means, without resorting to violence or aggression. It is important that all personnel respect each other's work environments and personnel at all times. This includes adhering to each organization's regulations and procedures when visiting, and refraining from any actions that could be harmful or disruptive.
To ensure that the alliance is upheld, an officer from either organization has the authority to suspend an individual from their headquarters if there is a justified and legitimate reason that can be supported with evidence. Anyone wishing to file a complaint against a member of the other organization may do so using the USDF Foreign Complaint Form (FCF) and appropriate INT procedure for complaint filing. The discipline of the accused will be the responsibility of their organization of origin. In the event of any violations of this alliance, the accused personnel are protected by the regulations of their respective organizations, and no punitive actions will be taken without a thorough investigation and presentation of evidence. Both parties are committed to providing the necessary proof to ensure fair and just outcomes.
Personnel transfer requests are subject to the conditions and requirements outlined by each organization's respective transfer policies. If the transferee happens to be a former iC or Officer at either organization, the receiving party will notify the other of the transfer request. USDF must not hire nor entertain anyone who is present on the INT National Punishment List and INT must not hire any person placed on the USDF Never Rehire List, or USDF's debarment list which is located in Regulation 6: Foreign Policy and CIW-T of USDF's legislation.
Finally, it is agreed that no organization shall employ anyone who has engaged in acts of illegal warfare, including hacking, doxing, and spreading personal information. Failure to remove such personnel may result in the termination of the alliance, and the evidence presented will be taken seriously to prevent any future breaches of the peace.

Inter Alliance Communication
With this alliance, USDF extends an invitation to the (USDF) Alliances server, owned by USDF. USDF's Top Foreign Delegate (TFD) and Server Admins reserve the right to suspend anyone under any circumstances. USDF will also grant access to their central server, named US Defense Force, to members of INT’s Relations Unit. This access will be accepted by the DIRSA upon joining the server and will mask each member with an allied role, granting access to spamlarking, essential channels, and voice channels. Both servers are strictly drama-free zones. USDF reserves the right to kick or ban anyone accordingly.
With this alliance, INT extends an invitation to the (INT) Alliances server, owned by INT. INT's Relations Unit (RU) and Foundation team reserve the right to suspend anyone under any circumstances. INT will also grant access to their central server, named Interpol, to members of USDF's OISA. This access will be accepted by the iC team upon joining the server and will mask each member with an allied / USDF role, granting access to all essential channels and voice channels. Both servers are strictly drama-free zones. INT reserves the right to kick or ban anyone accordingly.
Both organizations shall have open and public websites to access relevant links such as the National Punishment List / Never Rehired, each organization's rank list, and but not limited to the External Affairs team roster.

Amendments to Alliance
To ensure that the terms of the alliance remain relevant and effective, minor amendments may be proposed with the approval of both organizations' Top Foreign Delegates. For major changes, the consent of the 1iC, 2iC, and Top Foreign Delegate of both organizations is required. No amendments may be made without the agreement of both parties.
Any proposed amendments must be presented in draft form to the other organization's Top Foreign Delegate for review and consideration. Their decision on the changes will be taken into account before any final decisions are made. This process ensures that both organizations have an opportunity to provide input and ensure that the terms of the alliance continue to serve their mutual interests.
Procedures for Termination of Alliance
While both parties have the right to terminate this alliance, it is our shared goal to seek mediation and resolve any issues through diplomatic means. Only if mediation attempts fail will the termination of the alliance be considered. Additionally, if either organization ceases to operate, this agreement will be nullified and the alliance terminated.
The following reasons may result in the termination of the alliance:
- Failure to adhere to either organization's foreign policy terms.
- Closure of either organization.
- Violation of any protocol outlined in this agreement.
- Involvement in a conflict deemed significant enough to warrant termination by the founders of both parties.
- Participation in a war against an ally of the other organization.
We recognize the importance of maintaining a unified relationship and will make every effort to avoid termination of the alliance. However, we also acknowledge the need for decisive action in the event of serious breaches of this agreement.
