    Regulation 5, Chapter 3, Subsection 3

    Removed the stipulation that personnel cannot outrank their direct superior within an office.

    Old:
    Members holding a command position may not outrank their immediate superior under any circumstances. Officers returning to active duty from retirement and / or reserves who receive an appointment within an office may not outrank their immediate superior. Should an officer have an arranged retirement package, their rank is capped at the rank of their immediate superior and may be promoted at a later date.

    New:
    Members holding a command position may not outrank their immediate superior under any circumstances.     Made a change to clear up who can award APs to which personnel.

    Old:
    Activity Points may be issued by Warrant Officers and Commissioned Officers. Warrant Officers may only award points to NCOs, whereas Commissioned Officers may award APs to all Warrant Officers and Non-Commissioned Officers.

    New:
    Activity Points may be issued by Warrant Officers and Commissioned Officers. Warrant Officers may only award points to lower ranking WOs and NCOs, whereas Commissioned Officers may award APs to all Warrant Officers and Non-Commissioned Officers.

    Removed the mentioning of EFDT from the procedure.

    In the event that a civilian is recruited, IRDT should take priority over all other trainings that are being requested in HQ. If there are no recruits needing IRDT, FEATs, PTPs and EFDT may be hosted if an individual has requested those trainings.

    Made changes to reflect the updated prices for VIP packages.

    Old:
    USDF offers three VIP badges for purchase: [USDF] HQ Access Pass (60c), [USDF] Platinum VIP (100c) and [USDF] Diamond VIP (150c). The HQ Access Pass allows the individual to enter HQ and sit in our VIP area. Platinum VIP allows the individual additional benefits such as a VIP forums account so that they may interact with USDF personnel more closely. The added cost on Diamond VIP grants the same benefits as Platinum VIP as well as an invite to USDF’s official Discord.

    New:
    USDF offers three VIP badges for purchase and the benefits are as follows:
    • [USDF] HQ Access Pass (80c) - Includes entry into HQ and access to the R&R area

    Made changes within the table for promotions within HQ & the front row to abolish the mentioning of the term 'EFDT' and to reflect the overhaul of content within FEATs.

    Old:
    1. If the recipient is in the front row, is E3+, and has passed EFDT, the Reporting Procedure is to be used.
    2. This procedure is only used for enlisted personnel who have not yet passed EFDT.

    New:
    1. If the recipient is in the front row, is E3+ and has passed FEAT {T}, the Reporting Procedure is to be used.
    2. This procedure is only used for enlisted personnel who have not passed FEAT {T}.

    Regulation 5, Chapter 1, Subsection 4

    Added in a stipulation that requires every member that decides to promote another member to have obtained FEAT {Z} before they can issue the promotion.

    Old:
    • Officers have priority on promotions. OSEAC and Warrant Officers are required to bring E4+ promotion recommendations to the attention of an active officer to ensure personnel are recognized in a timely manner. Officer attention is not required for auto-promotions.
    • An active officer is an officer actively manning a HQ station, or an officer present on the working floor
    • Personnel under the rank of O4 cannot promote personnel who have not reached their RST without prior permission from an O4+ officer. If an O4+ officer approves a pre-mature RST promotion, the promoter must note who approved it in the Manual PTS or PTS post.
    • RST should never be waived unless personnel are consistently performing their duties beyond requirements and expectations.
    • If promoting someone by over 10% of their RST you must have OSD+ approval. Otherwise, officers ranked O4+ can waive RST with less than 10% left.
    • For example, if you want to promote a PO1 with only 17 days service time, you must have OSD approval. 10% of the E7 RST is 2 days, and the gap you are bypassing is 4 days.
    • Junior Officers and Warrant Officers are encouraged to converse with each other about individuals deserving of a promotion.
    • If you wish to recommend someone for a promotion, please utilize the PTS Recommendation Tab found here.
    • E8 ranks (E8A & E8B) are considered as one rank.
