    CHAPTER 1. APPLICABILITY
    Section 1. General Provisions
    The policy structure of the United States Defense Force (USDF) encompasses all Regulations, Training, Procedures, Directives, orders, and standing orders.

    This regulation and all components of the USDF policy structure apply to:
    • All USDF personnel, regardless of rank or position,
    • All USDF facilities, platforms, and digital spaces,
    • All official and unofficial conduct that reflects upon the USDF organization.
    All personnel are bound by the policy structure upon enlistment, throughout their service in the USDF, and in explicitly prescribed situations after their discharge from the USDF, as specified in regulations.

    Section 2. Regulations and Procedures
    Regulations are formal policy documents that establish binding standards, requirements, and procedures for all USDF operations and personnel conduct.

    Regulations are established on behalf of the Secretary of Defense (SecDef) and maintained by the Office of Strategies, Plans, and Capabilities (OSP&C). 
    • Regulations take precedence over training, procedures, directives, and standing orders. 
    • Procedures and directives may supplement regulations, but they may not contradict them.
    Procedures elaborate on regulations and provide detailed explanations of how regulations should be implemented in standard operations within the USDF.
    • Unless otherwise specified, Commissioned Officers may not issue orders that contradict procedures.
    Section 3. Directives
    Directives are internal, office or portfolio-specific regulations used to standardize operations in a portfolio, branch, or office. 

    Directives may be issued by members of the:
    • Joint Staff Directorate (JSD) for their office,
    • Office of the Secretary of Defense (OSD) for their portfolio or a single office within their portfolio,
    • National Security Council (NSC) for any office or portfolio within their chain of command.
    Directives must be clearly and consistently communicated to all affected recipients.​
    • Personnel may not be sanctioned for failure to follow an inadequately communicated directive.
      • Adequate communication includes written notification and a reasonable amount of time for affected personnel to understand requirements.
    Newer directives take precedence over older directives from the same level of command.
    • Directives issued at a lower command level must not contradict directives issued at a higher command level, regardless of their date of introduction.
    Section 4. Orders and Standing Orders
    Orders are temporary commands issued by Commissioned Officers to manage day-to-day operations within the USDF.
    • Members of the OSD may temporarily grant Warrant Officers (WOs) in relevant command positions the authority to issue orders for the sole purpose of managing an event or activity if no Commissioned Officers in relevant command positions are present.
    Orders may be issued by the Duty Desk Operator (DDO) to manage HQ operations.

    Orders that contradict established regulations, procedures, or directives are unlawful. Orders issued without a functional purpose are considered unlawful and constitute a serious abuse of authority.
    • Commissioned Officers must be able to justify their orders when asked by higher-ranked Commissioned Officers.
    Standing orders are military-wide directives that remain in effect until formally rescinded or superseded.

    Standing orders may be issued by:
    • The Secretary of Defense (SecDef) and Deputy Secretary of Defense (DepSecDef) for all matters within the USDF,
    • Members of the National Security Council (NSC) for matters falling under their portfolio.
    Standing orders may substitute for or suspend other parts of the policy structure partially or entirely.
    Standing orders may establish new policy.

    CHAPTER 2. EMPLOYMENT REGULATIONS
    Section 1. Workers and Their Fundamental Rights
    The rights of all personnel are in the superior interest of the National Security Council (NSC) and the Senior Command.

    SUBSECTION 1. Freedom of Expression
    All personnel shall have the right to freely express their opinions, so long as it does not:
    • Break the Habbo Way;
    • Conflict with anything within the USDF's regulations, trainings, and procedures; and,
    • Offend anyone in the public listening space.
    SUBSECTION 2. Freedom from Discrimination
    No personnel may be discriminated against, rejected, or excluded from activities, operations, etc., within USDF due to:
    • Race;
    • Religion;
    • Age (USDF requires users to be of approved Habbo age, 16+ with no exceptions);
    • Personal interests or hobbies (Whereas deemed appropriate and inoffensive to other Habbos);
    • Sexuality;
    • Gender or Gender Expression;
    • All personnel must wear uniform and clothing according to their chosen gender when enlisting to the USDF. Personnel who wish to change the gender of their Habbo avatar need to notify the JSIG or a member of OSD. Personnel are not permitted to change without a valid reason.
    • USDF is not responsible for misgenderings but may intervene if deemed necessary.
    • Appearance;
    • Disability; and,
    • English Second Language (ESL) Status.
    SUBSECTION 3. Freedom of Association
    Personnel are free to resign at any time, and the formation of new militaries is endorsed.

    Conditions apply to individuals who depart USDF to establish a new military organization. If the newly formed military is deemed a security risk to USDF, it may be automatically designated as an enemy organization. Examples of security risks include, but are not limited to:
    • Collusion by the departing USDF member with others during their active service to plan the establishment of a new organization.
    • Using influence or authority within USDF to recruit or persuade personnel to join the new organization ("personnel poaching").
    • Forming alliances with rival organizations currently in a state of war with the USDF.
    Section 2. General provisions
    Personnel are prohibited from being employed at any other military or agency on Habbo. 
    • Personnel may take part in role-playing establishments as long as they do not affect the activity of the individual.
    • Individuals who are transferring from any military or agency must resign from their military or agency first.
    Personnel should attempt to use proper grammar and spelling.
    • Profanity must be kept at a minimum, and it must not be directed towards others, and must not include defamatory, offensive, or abusive words.
    Personnel are prohibited from muting Commissioned Officers, members of OJSIG, USSOCOM, JSD, OSD, NSC, and OSEAC.
    • Commissioned Officers, members of OJSIG, USSOCOM, JSD, OSD, NSC, and OSEAC who abuse this privilege shall be sanctioned.
    Utilizing USDF Platforms or entering the HQ while under the influence of alcohol or any other substance is strictly prohibited.

    Members with disabilities who need accommodations should speak to the relevant chain of command to request them in advance. 
    • Reasonable accommodation will be given unless it compromises the integrity or security of a program or office.
    Commissioned Officers may only be decommissioned or have their FEAT {O} removed with prior approval from the Secretary of Defense.

    SUBSECTION 1. Habbo Privacy Settings
    All personnel must maintain the following Habbo account privacy settings:
    • Public visibility of Online Status on Habbo must be enabled at all times.
    • Habbo Profile page must be visible to everyone.
    Personnel are recommended to enable the following forum account settings:
    • Personnel are recommended to appear visible on the forum. 
      • Personnel who elect to appear invisible on the forum may be marked as AWOL if their online time and date cannot be viewed.
    Members of the USSOCOM are exempt from displaying their last login time and date on both the forums and on Habbo.

    SUBSECTION 2. Use of Artificial Intelligence
    Personnel may use Artificial Intelligence (AI) in explicitly prescribed situations.

    Artificial Intelligence must not be used for the creation of text or media.

    Artificial Intelligence may be used for:
    • Enhancing the fluidity and organization of text,
    • Proofreading for linguistic and grammatical errors,
    • Creating art or media with prior approval from a relevant member of Senior Command,
    • Analyzing and summarizing various forms of media.
      • Examples include videos, images, and text.
    Personnel must disclose AI usage within approved criteria when submitting office or branch applications. 
    • Office or branch command may disqualify candidates if an application is suspected to have been entirely generated using AI technology.
    Individuals are prohibited from using AI in exams and official forms. 
    • Such use shall result in the immediate nullification of the relevant exam or form, and further disciplinary action under Article 25 of the Uniform Code of Military Justice may be pursued at the discretion of the JSIG.
    All inquiries related to the use of AI at USDF shall be directed to the OJSIG.

    Section 3. HQ Regulations
    Personnel must obey the Habbo Way.

    Personnel must speak English while in the HQ, including the lobby, unless asking a civilian to talk in English.

    The Personnel ID badge or an authorized alternative badge must be displayed at all times.
    • Personnel without such badges must display the Friends and Supporters badge.
    • Authorized alternatives include all badges located on the [USDF] Entry Permit.
    Personnel may use NFT chat bubbles in the HQ except when occupying a HQ position or the work floor.

    Personnel are prohibited from dancing or using effects, signs, and emojis anywhere in the HQ, including the working floor and the lobby.
    • Dancing includes :habnam and :moonwalk. Effects include :yyxxabxa.
    • If the Hotel announces any upcoming maintenance, personnel may dance until the Hotel goes down for maintenance.
    Commissioned Officers and the DDO may order personnel in the lobby to enter the HQ at any point.

    Personnel are only permitted to sit on the floor in the R&R area.
    • Commissioned Officers may direct personnel to their seats at their discretion.
    Personnel must avoid idling at stations within HQ. 
    • Idling personnel will be removed from the station by rights holders, and disciplinary action may be taken for repeatedly idling on stations.
    SUBSECTION 1. Room Rights
    Room rights are given to Commissioned Officers at the discretion of the Deputy Secretary of Defense and the Secretary of Defense. 

    Commissioned Officers on the HQ Manager badge may manage HQ at their discretion, depending on circumstances and requirements, by utilizing commands outlined in Procedure 1: HQ Operations.

    Personnel with room rights are prohibited from:
    • Moving, rotating, or changing the state of furniture,
    • Kicking, banning, or muting users without just cause,
    • Allowing entry to unauthorized personnel,
    • Permanently banning users without authorization from the NSC.
    Personnel who abuse room rights must be reported to the Office of the Secretary of Defense (OSD).
    Usage of plane dispensers must be approved by a member of the OSD.

    Section 4. Office Regulations
    The office application process is determined by the relevant member of the Joint Staff Directorate (JSD).

    Office applications must be processed within 48 hours of submission. Office command teams must deliver an application verdict within 3 days of submission.
    • Command position applications are exempt from this provision.
    Office training periods must not last more than 7 days from initial acceptance.
    • Relevant members of the JSD may approve extensions at their discretion.
    Personnel must provide at least 2 days' notice to their respective chain of command before applying for a different office. 
    • If applications for the desired office are open for less than 2 days, notice must be provided immediately at application submission.
    Upon the occurrence of a positional vacancy, the relevant member of the JSD or branch chief shall have the discretionary authority to elevate personnel within their respective office or branch to fill the vacant position.
    • If the authorized members of Senior Command choose not to exercise this authority, they must initiate the application process within 24 hours of the vacancy.
    • Upon selection of a successful candidate, the appointment must take place within 24 hours.
    Personnel in the JSD or higher command positions may not assume voluntary office or team command positions, including Titans, Joint Drill Team, and Branch Councils.
    • An exception may be made when no other suitable candidate is available, in which case JSD+ personnel may be asked to fill these positions until a candidate is appointed.
    SUBSECTION 1. Personnel Qualification Standard (PQS)
    Personnel appointed to a command position shall be considered as "acting" until the successful completion of their Personnel Qualification Standard (PQS).

    The PQS must ensure that a newly appointed command member is familiar and capable of performing the duties expected of them.
    • The PQS must be completed within 7 days of the appointment, unless the relevant member of the JSD approves an extension.
    Acting personnel may be removed from their roles at the discretion of the relevant members of the JSD or OSD.

    SUBSECTION 2. Probationary Period
    Members of the JSD and OSD reserve the right to place any personnel on a probationary period ("probation") due to performance or conduct concerns, as well as any other concerns that may significantly impact the personnel's ability to adequately perform their duties.

    The probationary periods must last between 7 and 21 days.

    Personnel must be given a formal probation notice that consists of the issue summary, constructive feedback, and expectations for the probationary period.
    • Expectations of the probation must relate to the issue that initiated the probation.
    Personnel who fail to meet the expectations of the probation or show issues immediately after probation concludes shall be removed from their office or command position.
    • Members of the JSD or OSD reserve the right to prematurely conclude probation or skip probation entirely in cases of severe issues or concerns.
    Section 5. Account Management and Security
    SUBSECTION 1. Alternative accounts
    Personnel may not have more than a single active account within the USDF.
    • Personnel are permitted to maintain alternative accounts, provided such accounts are declared to the OJSIG Command. 
    All alternative accounts, including OJFD grading accounts, must be registered with the Office of the Joint Staff Inspector General (OJSIG) through the Alternative Account Declaration Form. 
    • Whoever fails to adhere to this policy shall be sanctioned with a one rank demotion.
    Personnel may utilize approved alternative accounts within the USDF for:
    • Emergency purposes, including situations where their primary account has been muted, banned, or compromised, or,
    • when required by Commissioned Officers due to inappropriate usernames. 
    Members of the JSD+ and personnel in the Officer Candidate School (OCS) Administration may use authorized alternative accounts to test personnel.
    • The Under Secretary of Defense for Education (USD ED) and Director of Operational Tests and Evaluations (DOT&E) may assign ranks to alternative accounts for the purposes of education.
    Alternative accounts used for the purposes of education must be approved by the USD ED or the DOT&E and cleared with the USD I&S, CDR SOCOM, or the JSIG.

    The Under Secretary of Defense for Intelligence and Security (USD I&S), Commander of Special Operations Command (CDR SOCOM), and the Joint Staff Inspector General (JSIG) may assign ranks to alternative accounts for any purpose.
    • All other alternative accounts may not be promoted.
    Personnel must request an account change to use their alternate account by following Procedure 11: Alternate Accounts, Compromised Accounts & Name Changes.
    • Upon approval, the alternative account shall be added next to the individual's original Habbo account name on the Personnel Tracking System (PTS). 
    • If the change is permanent, the alternative account name shall replace the individual's original Habbo account name on the PTS.
    SUBSECTION 2. Account name changes
    To initiate a name change, personnel shall complete the Name Change Request Form.

    Personnel must select the "Name Change Request" option and inform their Office Director and Branch Chief of their request.

    All name change requests shall be reviewed by the JSIG, who shall notify personnel of their request outcome, whether directly or through a member of the OJSIG Command.
    • Personnel are prohibited from changing their name without prior approval.
    SUBSECTION 3. Compromised accounts
    Account compromise is defined as the loss of sole, un-tampered access to an account, which may or may not result in the disclosure of account details or sensitive information to unauthorized individuals.

    As a subset of personal security, USDF-related account security extends to, but is not limited to, the following platforms: 
    • Habbo accounts, 
    • USDF forum accounts, and 
    • USDF Discord accounts.
    In the case of a compromised account, personnel must, without delay, report the incident to the proper authority using the Compromised Account Form.

    Personnel with compromised accounts shall be removed from USDF platforms until the JSIG, CDR SOCOM, USD I&S, or the NSA has appropriately reviewed and actioned their form.

    The first instance of a compromised account shall be sanctioned with no less than a promotion lock for the duration determined by the reviewing authority. 
    • Subsequent instances of an individual's account becoming compromised shall result in immediate dishonorable discharge from the USDF.
    Personnel who deliberately compromise an account or fail to report a compromised account within 48 hours of discovery shall be subject to Article 9 of the Uniform Code of Military Justice (UCMJ).

    SUBSECTION 4. Account transfers
    Personnel seeking to effectuate an account transfer must comply with established procedures in Chapter 1, Section 4, Subsection 1; and obtain prior written approval from the USD I&S, CDR SOCOM, or the JSIG.

    Account transfers within the USDF for non-emergency purposes are discouraged and subject to denial at the discretion of the approving authority. 

    Section 6. Personal Relationships
    SUBSECTION 1. General provisions
    Personal relationships between USDF personnel are strongly discouraged. 

    Personnel who engage in personal relationships must comply with the following requirements:
    • Commissioned Officers are discouraged from engaging in personal relationships with Non-Commissioned Officers (NCOs) and Warrant Officers (WOs).
    • Continual public displays of affection are prohibited on official USDF platforms.
    • Personnel in personal relationships are prohibited from awarding Standard of Work (SoW) or Activity Points (APs) to each other.
    SUBSECTION 2. Imposed restrictions
    Personnel who are engaged in personal relationships or are related to subordinates or superiors are subject to the following restrictions:
    • All involved personnel are prohibited from serving as members of the same office.
    • Personnel who are in a personal relationship or are related may serve concurrently in sub-offices of the Interactive Combat Simulation Division (ICSD), Joint Drill Team (JDT), and USDF Titans, provided that neither individual holds a command or leadership position within the same sub-office.
    • Personnel in such relationships are prohibited from promoting, demoting, or discharging each other. 
    • Personnel in such relationships are prohibited from conducting any official duties with or for each other. These official duties include conducting trainings, teaching courses, administering exams, and other programs where the integrity may be compromised. 
    CHAPTER 3. CIVILIAN, VIP, AND ALLIED PERSONNEL REGULATIONS
    Section 1. HQ Regulations
    Civilians must obey the Habbo Way.

    Civilians, Allied personnel, and Very Important Persons (VIP) may speak any language they prefer, provided such communication is appropriate and does not disrupt HQ operations.

    All Allied personnel and VIP shall be required to display appropriate access badges at all times while present in any of the following designated areas or circumstances:
    • Active work floor areas and operational spaces,
    • R&R and VIP areas, and
    • Official USDF events, ceremonies, and functions.
    Civilians, Allied personnel, and VIP may use colored chat, including NFT chat bubbles, as long as their usage does not disrupt HQ operations.

    Civilians in the lobby may dance, use effects, signs, and emojis as long as such use does not disrupt HQ operations.

    Civilians in the lobby may sit on the floor as long as such action does not disrupt the traffic flow.

    Civilians in the lobby may sit on the front row to converse with personnel as long as such action does not obstruct the recruitment process.

    Section 2. Temporary VIP
    USDF personnel may purchase temporary VIP access, which shall grant them entry to the VIP area in the HQ.

    Temporary VIP may be purchased from a member of the Office of the Secretary of Defense (OSD).

    Personnel purchasing temporary VIP must have no major infractions within the preceding 14 days.
    • For the purposes of this provision, major infractions include promotion locks, demotions, and conduct-related demerits.
    Personnel may not purchase more than 10 days of temporary VIP per month.

    Temporary VIP access shall be subject to the conditional access outlined in the relevant procedures pertaining to HQ operations.

    Section 3. Very Important Person (VIP)
    USDF offers 3 VIP categories for purchase:
    • [USDF] HQ Access Pass (80c)
      • Grants entry into HQ and the VIP area.
    • [USDF] Platinum VIP (150c)
      • Grants entry into HQ, VIP area, USDF Forums, and certain USDF events.
    • [USDF] Diamond VIP (200c)
      • Grants entry into HQ, VIP area, USDF Forums, certain USDF events, and access to the official USDF Discord server.
    VIP categories may be purchased from members of the OSD who hold admin privileges on the desired VIP badge.
    • Admin privileges are denoted by a star next to the individual's username.
    SUBSECTION 1. Membership eligibility
    Personnel are not permitted to hold a VIP, Platinum VIP, or Diamond VIP badge while employed in the USDF.

    Personnel who donate over 500c to the USDF and receive Donor Badge membership shall be granted free Diamond VIP following an honorable discharge.
    • Personnel with dishonorable discharge status shall receive the HQ Access Pass instead of Diamond VIP.
    Members of the JSD+ and members of SOCOM are permitted to have the VIP pass.
    • Commissioned Officers ranked O7+ may have the HQ Access Pass if they do not meet the conditions specified in the preceding provision.
    Commissioned Officers may be granted free Diamond VIP upon retirement at the discretion of the Secretary of Defense or the Deputy Secretary of Defense.

    Dishonorably discharged individuals may purchase the HQ Access Pass after 30 days have passed since the date of their discharge.
    • Executively discharged individuals and individuals on the Never Rehire list may not purchase any form of VIP.
    Members of allied organizations ranked HR+/5iC+/E7+/OR-4+ shall be granted a 10c discount on VIP purchases.

    SUBSECTION 2. Terms & Conditions
    VIP individuals must comply with instructions given by USDF personnel, provided such instructions are justified and within the jurisdiction of USDF policy.

    VIP individuals are prohibited from manning HQ duty stations or representing USDF in any official capacity.

    VIP individuals are prohibited from leaving the R&R and VIP areas unless invited by a Commissioned Officer ranked O7+, a member of the OSD, or the Director of International and Regional Security Affairs (DIRSA).

    VIP individuals are prohibited from wearing attire resembling the USDF uniform, except when representing the official uniform of their own military or organization.

    VIPs may freely engage in conversation on topics of their choosing, provided they avoid controversial subjects that may provoke disrespectful discourse.

    The Secretary of Defense reserves the right to remove VIPs from headquarters and revoke VIP privileges permanently at any time for engaging in disrespectful conduct. 
    • No refunds shall be granted in such instances.
    SUBSECTION 3. Additional provisions
    Officers ranked O7+ may authorize temporary guest VIP access provided headquarters operations remain uninterrupted. 
    • Executive Discharged and Never Rehired Personnel are ineligible for temporary guest status.
    The USD I&S and DIRSA may authorize temporary guest VIP access for official representatives of organizations, militaries, or agencies holding officer rank or equivalent authority.

    The USD I&S and DIRSA may grant access to the [USDF] Diplomacy Access Pass to official representatives of foreign organizations.
    • All provisions established for VIP individuals shall also apply, with necessary adjustments, to individuals granted access to the [USDF] Diplomacy Access Pass.
    • Individuals on the [USDF] Diplomacy Access Pass shall have access to the R&R and VIP areas and certain USDF events.
    CHAPTER 4. WARFARE PROTOCOLS
    Section 1. General provisions
    The following provisions shall apply when the USDF is in a state of war. 

    Orders issued by the USD I&S may supersede directives from other command authorities.
    • All combat operations must receive prior approval from the USD I&S.
    • Personnel may be drafted into combat service at any time at the discretion of the USD I&S.
    • The USD I&S is authorized to request information as necessary during wartime.
    Regular duties and work quotas may be suspended to prioritize the war effort.

    Recruitment procedures may be suspended at any point for security purposes.

    Section 2. Powers of the OSD
    During wartime, the SecDef, DepSecDef, and USD I&S retain exclusive authority for issuing official statements.

    The USD I&S, in consultation with the SecDef, DepSecDef, and the NSA, has the authority to initiate wartime protocols at their discretion.
