Added guidelines for the use of Discord's Soundboard feature

The use of Discord's Soundboard feature will be as follows:

• Custom sounds must adhere to Discord's Terms of Service and Community Guidelines.
• Custom sounds will be screened by OSD+ to ensure that they are appropriate. There will be no refunds for custom sounds deemed inappropriate.
• Members will refrain from spamming Soundboard sounds within voice channels. Misuse will result in revocation of the Soundboard ability.
• Soundboard will be available within General/Spamlarking/Gaming/Private voice channels only. The Soundboard feature will not be used in Branch/Office or other official voice channels.
• Soundboard access will include default sounds and any custom sounds uploaded to the USDF Discord server. External non-USDF Discord server sounds will be disabled.
