Special Weapons and Tactics (SWAT) Alliance Agreement
This document and its contents define the alliance between the United States Defense Force (herein referred to as USDF) and the Special Weapons and Tactics (herein referred to as SWAT). All policies pertaining to this document are in effect as of 27 JAN 21. This document has been drafted, finalized, and approved by the delegates of both organizations.
Entry Protocol
As part of this alliance, both organizations agree to allow personnel from the other signing organization to enter their headquarters.
USDF ENTRY CONDITIONS:
- USDF’s Senior Non-Commissioned Officers and above (E7+), as well as any member of OISA, are eligible to request SWAT’s Alliance/Treaty badge, which allows them to enter the main HQ. Entry is exclusive to working stations.
- All 3iC+ employees of SWAT are eligible for VIP access (referred to as Officers VIP which is located in the lower section of HQ) within USDF's HQ upon wearing their respective entry condition badge.
- Captains+ Division employees of SWAT, as well as External Affairs members of any rank, are allowed entrance into USDF's HQ upon wearing their respective entry condition badge
TRANSFER PROTOCOL:
Both organizations agree to proceed with a transfer application between both the organizations after fulfillment of the conditions set forth within the agreement under the Mutual Legislative Acts and approval from both the Top Foreign Delegates. The Top Foreign delegates approve the ability to transfer based on the disciplinary record and not the transfer application altogether.
Personnel transfer requests are subject to the conditions and requirements outlined by each organization's respective transfer policies. USDF must not hire anyone who is present on the SWAT National Punishment List and SWAT must not hire any person placed on the USDF Never Rehired List.
Mutual Legislative Acts
Both organizations are expected to respect each other’s workplace, employees, partners, VIPs, and civilians under all circumstances. Personnel from both organizations must respect and adhere to the regulations and procedures of the organizations when visiting. For example, this means that neither organization may plot, sabotage, raid, trash, or poach any members.
The maximum penalty for the violation of these regulations and procedures is a dishonorable discharge from the organization of origin. Should someone be accused of any violations, the accused personnel is protected by the laws that govern each respective organization. No punitive actions will occur without an investigation in which proof of the incident is provided in the form of screenshots and/or witnesses.
An officer reserves the right to suspend any individual from their headquarters, given a justified and legitimate reason is given and can be backed up with proof of the incident. All individuals wishing to make a complaint against a member of the other organization may use the USDF Foreign Complaint Form. At that time, the discipline of the individual will be the responsibility of their organization of origin. Behavior that may be reported includes, but is not limited to dancing in headquarters, using colored chat, insubordination, and refusal to follow orders. Any action taken must be reported to the respective Top Foreign Delegate of each organization.
USDF must not hire nor entertain anyone who is present on the SWAT National Punishment List and SWAT must not hire any person placed on the USDF Never Rehire List.
No organization shall hire anyone who is proven to have performed acts of illegal warfare such as hacking, doxing, and spreading personal information. Hiring such personnel may result in the termination of the alliance if they fail to be removed (after presenting evidence).

Inter Alliance Communication
With agreeing to this alliance, USDF is to extend an invite to the “(USDF) Alliance Server” & “US Defense Force” Discord servers, owned by USDF and SWAT is to extend an invite to the “HabboSwat” & “HabboSwat - External Affairs” Discord servers.

- Only members of SWAT’s External Affairs & Foundation Team are to join the “(USDF) Alliance Server” & “US Defense Force” Discord servers.
- Both servers offer a drama-free zone & therefore any problems occurred by members of SWAT shall be handled by USDF’s Top Foreign Delegate and reported to SWAT’s Top Foreign Delegate.
SWAT’s Discord Server Rules
- All members of USDF are free to join the “HabboSwat” Discord server.
- Members of the USDF are to request the “Alliance/Treaty” role.
- Only OISA members are to join the “HabboSwat - External Affairs” Discord server.
- Members of the OISA are to inform when verifying themselves if they’re a member, command member, or leadership member.
- Both servers offer a drama-free zone & therefore any problems occurred by members of the USDF shall be handled by SWAT’s Top Foreign Delegate and reported to USDF’s Top Foreign Delegate.
Both organizations shall have open and public websites to access relevant links such as the National Punishment List / Never Rehired, each organization's rank list, and but not limited to the External Affairs team roster. No member from either organization shall receive access to the websites. Any member inquiring about website access shall be reported to the respective organization to handle it.
Amendments to Alliance
Minor amendments may be made to the terms given the approval from both organizations’ foreign affairs directors. For major changes, the approval of the 1IC and Top Foreign Delegate of both organizations is needed. Amendments cannot be made without approval and agreement from both organizations. A draft of the amendments shall be forwarded to the other organization’s Top Foreign Delegate for review and deliberate their decision on the changes.
Termination of Alliance
Both parties have the right to terminate the alliance; however, mediation should always be the goal. Should mediation attempts fail, termination of the alliance is an option for both organizations; however, a notice of at least three days must be given beforehand. Furthermore, in the event of the closure of either organization, this treaty will be nullified and will signify the termination of the alliance.

- Closure of either organization.
- Failure to Follow either organization’s foreign policy terms as mentioned in this document.
- Any protocol above is violated.
- Both organizations are involved in a conflict that is deemed enough to terminate the alliance by the founders of both parties.
- Note: The issuing party is required to submit a notice no less than 24 hours before officially terminating the alliance.
- Organizations involved in a war against an ally of the other organization.
- A sanction on the allied organization is placed.
