CHAPTER 1. ENLISTED RANKS
Enlisted ranks represent the most junior personnel of the United States Defense Force (USDF). They are responsible for carrying out basic duties, such as recruitment, and for completing several trainings designed to prepare them for a future career within the military.
Enlisted personnel are expected to reach the JNCO ranks within three days of enlistment. During this stage, they are not eligible for office membership.

Non-Commissioned Officers (NCOs) are the backbone of the USDF. They perform the majority of duties around headquarters and are eligible to join certain offices. NCO ranks are divided into two categories: Junior Non-Commissioned Officers (JNCOs) and Senior Non-Commissioned Officers (SNCOs).
Senior Non-Commissioned Officers are additionally eligible to hold office and branch command positions (OHNCO and BHNCO only).
Section 1. Rank Insignia CHAPTER 3. WARRANT OFFICER RANKS
Warrant Officers are responsible for assisting Commissioned Officers in their daily duties, supervising headquarters, identifying individuals deserving of promotion, and executing those promotions.
Warrant Officers are eligible to hold command positions within their offices and branches.

Commissioned Officers are regarded as the leaders of the USDF. They are responsible for the supervision, leadership, and organization of headquarters, as well as their respective offices and branches. Commissioned Officers are eligible to hold senior command positions within the USDF.
Officers ranked O1–O3 are classified as Company Grade, O4-O6 as Field Grade, and O7 or higher as Flag Grade. Additionally, Officers O1-O4 are considered Junior Officers, while those ranked O5 and above are recognized as Senior Officers.

SUBSECTION 1. Office of International Security Affairs (OISA)
The Office of International Security Affairs (OISA) shall be responsible for the development, coordination, and implementation of international strategy and policy matters pertaining to the USDF. Personnel belonging to the OISA shall maintain and foster constructive, collaborative, and mutually beneficial relationships with foreign organizations and allied entities while operating within established diplomatic and strategic frameworks.
The Director of International Security Affairs (DIRSA) shall be responsible for coordinating all operations within the OISA.

SUBSECTION 2. Office of Joint Staff Inspector General (OJSIG)
The Office of the Joint Staff Inspector General (OJSIG) shall be responsible for maintaining adherence to USDF policies, preserving organizational integrity, and ensuring operational security (OPSEC). The OJSIG shall conduct investigations, monitor internal security measures, perform counterintelligence operations as required, enforce provisions of the Uniform Code of Military Justice (UCMJ), and resolve disciplinary matters.

SUBSECTION 3. United States Special Operations Command (USSOCOM)
The United States Special Operations Command (USSOCOM) is responsible for covert and classified missions directed by the Under Secretary of Defense for Intelligence and Security (USD I&S) and the Commander, Special Operations Command (CDR SOCOM). Missions and details conducted by the USSOCOM are considered top secret.

SUBSECTION 1. Office of Joint Force Development (OJFD)
The Office of Joint Force Development (OJFD) shall be responsible for the planning, execution, and maintenance of Initial Recruit Development and Training (IRDT) sessions, Further Education and Training (FEAT) sessions, and Practical Training Programs (PTPs). The OJFD shall ensure standardized training protocols and continuous professional development across all force elements.
The Director of Joint Force Development (DJFD) shall be responsible for coordinating all operations within the OJFD.
SUBSECTION 2. Office of Operational Test and Evaluations (OOT&E)
The Office of Operational Test and Evaluations (OOT&E) shall be responsible for the development, implementation, and maintenance of all USDF examinations, ranging from Non-Commissioned Officer assessments through Officer Candidate School evaluations. The OOTE shall ensure standardized testing procedures and maintain examination integrity across all levels.
The Director of Operational Tests and Evaluations (DOT&E) shall be responsible for coordinating all operations within the OOT&E.

SUBSECTION 1. Office of Manpower and Personnel (OMP)
The Office of Manpower and Personnel (OMP) shall be responsible for all administrative functions pertaining to USDF personnel management. The OMP shall maintain the Manual Personnel Tracking System (MPTS) and Personnel Tracking System (PTS); conduct interviews, monitoring, and assessments for external personnel transfers; provide mentorship to selectees; manage and maintain Transfer Desk operations; facilitate re-enlistment and reinstatement procedures for former personnel; and compile comprehensive statistical reports.

SUBSECTION 2. Office of the Judge Advocate General (OJAG)
The Office of the Judge Advocate General (OJAG) shall act as a check and balance on all disciplinary actions issued by authorized personnel, subject to conditions outlined in Regulation 8: Uniform Code of Military Justice. The OJAG shall exercise independent authority to review, affirm, modify, or overturn all disciplinary actions, review and approve or deny pardons for dishonorably discharged personnel, and conduct all Judicial Reviews through designated OJAG members acting on behalf of the Judge Advocate General. The OJAG shall also reinstate personnel whose pardons have been approved.

Section 4. Policy and Engagement (P&E) Portfolio
The Judge Advocate General (JAG) shall be responsible for coordinating all operations within the OJAG.

SUBSECTION 1. Office of Public Affairs (OPA)
The Office of Public Affairs (OPA) shall be responsible for the planning, coordination, and execution of all internal USDF events, excluding Ceremonial Parades. The OPA shall serve as the primary representative of the USDF in community engagement and public relations initiatives, maintaining a professional, welcoming, and mission-focused organizational image.

SUBSECTION 2. Office of Strategies, Plans, and Capabilities (OSP&C)
The Office of Strategies, Plans, and Capabilities (OSP&C) shall be responsible for strategic planning and execution of USDF initiatives and objectives. The OSP&C shall manage and maintain all Regulations and Procedures, and maintain, review, and decide on suggestions submitted by USDF personnel.
