    OFFICE OF INTERNATIONAL SECURITY AFFAIRS
    Ministerie van Defensie (MinDef) Alliance Agreement
     

     
    This document and its contents define the alliance between the United States Defense Force (herein referred to as USDF) and the Ministry of Defense within the Netherlands servers (herein referred to as MinDef). All policies pertaining to this document are in effect as of 28 JAN 16. This document has been drafted, finalized, and approved by the delegates of both organizations.
     
     
     
    Entry Protocol

    As part of this alliance, both organizations agree to allow personnel from the other signing organization to enter their headquarters.

    USDF ENTRY CONDITIONS:
    • USDF’s Junior-Non Commissioned Officers and above (E4+) as well as any members of OISA are required to fill and submit the MinDef Access ID form in order to request the [MinDef] USDF Access ID Badge. This grants entry to MinDef’s main HQ.
    • USDF’s Commissioned Officers and above (O1+) as well as any members of OISA are eligible to enter the VIP section of MinDef’s HQ though MinDef Personnel has priority.
    MINDEF ENTRY CONDITIONS:
    • MinDef’s Junior Non-Commissioned Officers and above (Sgt+) as well as any members of AIB are required to fill and submit the MinDef Access ID form in order to request the [USDF] MinDef Access ID badge. This grants entry to USDF’s main HQ.
    • MinDef’s Commissioned Officers and above (O1+) as well as any members of AIB are eligible for VIP access (referred to as Officers VIP which is located in the lower section of the HQ) within USDF’s HQ.
    Entry is exclusive to working stations by both organizations as long as they meet the rank and criteria mentioned above. Respective organizations are required to wear the authorized access badge/identification badge to be granted access.
     
     
    Mutual Legislative Acts
     
    Both organizations are expected to respect each other's workplace, employees, partners, VIPs, and civilians under all circumstances. Personnel from both organizations must respect and adhere to the regulations and procedures of the organizations when visiting. For example, neither organization may plot, sabotage, raid, trash, or poach members.
     
    An officer reserves the right to suspend any individual from their headquarters, given that a justified and legitimate reason can be backed up with proof of the incident. All individuals wishing to make a complaint against a member of the other organization may use the USDF Foreign Complaint Form. The discipline of the individual will be the responsibility of their organization of origin. Behavior that may be reported includes, but is not limited to, conduct unbecoming, dancing in headquarters, using colored chat, insubordination, and refusal to follow orders. Any action taken must be reported to each organization's respective Top Foreign Delegate.
     
    The maximum penalty for violating these regulations and procedures is a dishonorable discharge from the organization of origin. Should someone be accused of violations, the accused personnel is protected by the laws governing each respective organization. No punitive actions will occur without an investigation in which proof of the incident is provided through screenshots and witnesses.

    No organization shall hire anyone proven to have performed illegal warfare, hacking, doxing, and spreading personal information. Hiring such personnel may result in the alliance's termination if they fail to be removed (after presenting evidence).
     
     
     
    Inter Alliance Communication
     
    With this treaty, USDF extends an invitation to the OISA lead Alliance / Recognition Server, owned by USDF. Appropriate infrastructure will be created before joining. MinDef limits which of their personnel enters said server on their own accord; however, the USDF Top Foreign Delegate and other present senior command members of USDF reserve the right to suspend anyone as they see fit. Regular announcements of changes within the organization are appreciated. Any announcement that shall be posted can be forwarded to USDF's Top Foreign Delegate to post and review if it meets its criteria.

    USDF will also grant access to their central server to members of MinDef's International Relations Department. This access will be accepted by the ASD ISA upon joining the server and will mask each member with an allied role, granting access to spamlarking, essential channels, and voice channels.

    Both servers are strictly drama-free zones. Shall any drama or arguments between any party occur, USDF reserves the right to kick/ban anyone accordingly.

    Both organizations shall have open and public websites to access relevant links such as the National Punishment List / Never Rehired, each organization's rank list, and but not limited to the External Affairs team roster. No member from either organization shall receive access to the websites. Any member inquiring about website access shall be reported to the respective organization to handle it.

     
     
    Amendments to Alliance
     
    Minor amendments may be made to the terms given the approval from both organizations' foreign affairs directors. For significant changes, the support of the 1iC and Top Foreign Delegate of both organizations is needed. Amendments cannot be made without authorization and agreement from both organizations. A draft of the amendments shall be forwarded to the other organization's Top Foreign Delegate for review and deliberate their decision on the changes.
     
     
    Termination of Alliance
     
    Both parties have the right to terminate the alliance; however, mediation shall always be the goal. Should mediation attempts fail, termination of the alliance is an option for both organizations; however, a notice of at least three days must be given beforehand. Furthermore, in the event of the closure of either organization, this treaty will be nullified and signify the alliance's termination.

    The treaty may be terminated due to any of the following reasons:

    - Failure to follow either organization's foreign policy terms.
    - Closure of either organization.
    - Any protocol above is violated.
    - Both organizations are involved in a conflict deemed enough to terminate the alliance by the founders of both parties.
    Note: The issuing party is required to submit a notice no less than 24 hours before officially terminating the alliance.
    - Organizations involved in a war against an ally of the other organization.
    - A sanction on the allied organization is placed.

    Termination of the alliance requires compliance from both organizations. Following termination, this alliance treaty and all documents shall be saved for archival purposes
