    REGULATION 6: FOREIGN POLICY AND CIW-T

    CHAPTER 5:
    Subsection 1:

    The United States Defense Force and International Security Affairs are delighted to announce that we have joined with willing organizations and implemented a treaty to condemn Illegal Warfare on the Agency floor. All parties participating in the treaty aim to create a safe and more friendly environment on the Agency floor to ultimately achieve unity at all costs. This treaty is not limited to the below organizations and seeks the addition of others to join the coalition.

    USDF will always be in opposition of Illegal Warfare. This includes conducting, threatening or hinting at (but is not limited to) any form of hacking, "DDoSing", "DOXing" and public release of personal information. USDF will not endorse or aid any third party organizations that wish to involve themselves in Illegal Warfare.

    - Habbo White House (WH)
    - Ministerie van Defensie (MinDef)
    - Naval Criminal Investigative Services (NCIS)
    - Special Weapons and Tactics (SWAT)
    - Imperial Maffia (IM)
    - Habbo Defence Agency (HDA)


    A. Opposition of Illegal Warfare
    All participating parties will take opposition of all Illegal Warfare related operations. This includes conducting, threatening or hinting at (but is not limited to) any form of hacking, "DDoSing", "DOXing" and public release of personal information. The participating organizations will not endorse or aid any third party organizations that wish to involve themselves in Illegal Warfare.

    B. Joining The Treaty
    Organizations wishing to join the treaty may express their interest by reaching out to any of the signatories to trigger a vote. Following its initiation, the vote must yield a majority for the organization to be successful in its membership within the treaty.

    C. Changes to the Treaty
    A majority approval among signatories is required for any change to the Condemnation of Illegal Warfare Treaty. Signatories may be updated without majority approval as a means to ensure that the current command team of each signatory is currently observing this treaty.

    D. Voting and Removal Process
    Organizations wishing to be added to the treaty must receive majority approval from all of the current signatories. Similarly, an organization may be removed once a signatory petitions to the other signatories and receives majority approval. All motions and petitions of addition or removal must be supported with concrete evidence provided to all signatories for review.

    E. Withdrawal from the Treaty
    Any organization that wishes to withdraw from the treaty may do so by providing a ‘notice of intent to withdraw’ to all other participating organizations at least 24 hours before formally withdrawing.

    F. Misconduct
    Any organization may formally file claims of misconduct by notifying all participating organizations of the allegations. Misconduct may include, but is not limited to, the hiring of Illegal Warfare Operators or the practice of Illegal Warfare. Claims of misconduct will lead to a misconduct hearing being formed with all participating organizations. Here, the allegations will be put forward with all supporting evidence and the accused organization will be guaranteed an opportunity to rebut any and all claims made against them. Following the completion of a misconduct hearing, a motion to remove the accused organization (pursuant to Article D) will be immediately created.

    G. Debarment of Illegal Warfare Operatives
    All participating parties will not harbor or aid any Illegal Warfare Operatives under any circumstances. The participating organizations will not permit employment of the operatives nor will they permit them VIP access in their respective headquarters. Any individual serving under the participating organizations found practicing/condoning illegal warfare will instantly be removed and added to the barred individuals' list. An illegal warfare operator may only be added to/removed from the barred individuals' list once a signatory petitions to the other signatories and receives majority approval. All petitions and motions must be supported with concrete evidence provided to all signatories prior to the addition and/or removal of any individual.

    Individuals that wish to be removed from the Debarment List may petition their removal to any of the treaty signatories. Petitions and motions initiated by individuals must be supported with concrete evidence provided to all signatories for review. Petitions must meet a majority vote to be successful. A collective list of barred individuals can be found below:

    REGULATION 5

    Changes to OHNCO terms:
    If a NCO is elevated to OHNCO, the maximum rank they may be given after serving a full term is W2. If a WO takes a OHNCO role, the maximum rank they may be given after serving a full term is 1 rank above their rank, prior to appointment.

    Upon successful completion of the OHNCO's term, the director will determine the final rank in accordance with their original rank, service time and performance during the term.

    If the OHNCO's original rank was W2, they may be eligible to receive a final rank of W4.

    If the OHNCO stands down or is removed from their position, they return to their original rank without elevation.
