Regulation 4: Discharges, Reinstatements, and Transfers
CHAPTER 1. HONORABLE DISCHARGES
Subsection 1. Resignations
Removed (Repeated Information): OMP AD+ can deny resignations and retractions at their discretion.
Commissioned Officers are required to inform their Branch Chief and the CJCS of their intent to retire, and before posting their retirement, inform the SecDef. In the event the SecDef is unavailable, the DepSecDef must be notified will be utilized in place. All retirement packages will be negotiated with the SecDef and will be logged on the user's PTS profile as applicable.
OSD members must send notice to their respective chain of command at least 7 days a week before resigning.
Subsection 2. Retirements
Commissioned Officers that retire before 3 months since their commission will be allowed to return up to a maximum rank of W5, unless an exception is made by the NSC.
Reinstated Commissioned Officers must have reinstated for a minimum of 90 days in order to be eligible for a new retirement package from the SecDef Secretary of Defense or DepSecDef Deputy Secretary of Defense. Exceptions to this rule may be made by the SecDef Secretary of Defense on a case by case basis.
Subsection 3. Promotion Time Out (PTO)
Enlisted personnel discharged for UCMJ Articles 6, 7, and 8b will be granted an Honorable Discharge.

Discharge Procedure:
File a DRF on the PTS with the JAG.
A DRF is required for individuals that have held the paygrade are ranked E4+ at the time of their discharge.
Subsection 2. Never Rehire Status
The status of Never Rehire can only be issued by personnel ranked JSD+.
CHAPTER 4. REINSTATEMENT POLICIES
Personnel who resigned as NCOs and CWOs who are seeking reinstatement may speak with any Commissioned Officer from the OMP, regardless of position within the aforementioned office.
Personnel reinstating will lose SRIMMI/GPI/FTI status and will have to redo the test.
Subsection 2. Reinstatement Following Resignation or other HD
Warrant Officers who lose FEAT {W} on reinstatement will be temporarily reinstated to E-9. On completion of FEAT {W}, they should seek out a member of OMP command who will then fully process their reinstatement back into the CWO ranks following policy.
Subsection 3. Reinstatement Following a Pardon
Personnel will lose their SRI/GPI/FTI status and will have to redo the test.
CHAPTER 5. TRANSFER POLICIES
Subsection 1. Authorization for External Transfers
The DMP and OMP ML1 ADs reserve the right to deny transfers at their discretion.
Subsection 2: External Transfer Conditions restrictions apply.
SEL and Final Rank Issuing Authority:
Officer Selectees (OFF/SEL) who are permitted to join an office, may host relevant FEATs/PTPs/FTIs of said office in accordance to Training: Further Education and Training (FEATs), Training: Practical Training Programs (PTPs) and Field Training Exercises (FTXs) upon receiving MMISRI/GPI/FTI.
