    CHAPTER 1. STANDARD OF WORK
    Section 1. System Overview
    The Standard of Work (SoW) system evaluates the performance of all non-commissioned personnel on a weekly and monthly basis. All personnel are expected to meet the established standards to maintain their position within their respective offices.

    Additional information and guidelines on the Standard of Work system shall be outlined in Procedure 5: Utilizing the SoW and AP System.

    SUBSECTION 1. Eligibility and Requirements
    Personnel ranked E4-W5 who are in an office are expected to participate in the SoW system.
    • Personnel are not required to meet the SoW standard during the training and onboarding phase when joining a new office.
    Personnel who have been on leave for 3 or more days of the active SoW week are exempt from that week's SoW quota.

    All personnel are entitled to one SoW exemption per 30 days without the need for justification.
    • Any subsequent exemptions must be supported by a valid reason and approved by the appropriate office Chain of Command.
    • SoW exemptions are non-retractable once actioned on the Personnel Tracking System (PTS).
    • Office command teams are expected to track approved exemptions.
    Weekly SoW requirements are determined by the National Security Council (NSC) in consultation with the Office of the Secretary of Defense (OSD). The active standard shall be outlined in Table 1. SoW Weekly Requirement.

    The deadline to fulfill the weekly SoW requirement is Sunday at 11:59 PM EST.

    SUBSECTION 2. Duty Types and Point Values
    Duties that award SoW points are categorized as HQ duties, office-specific duties, and branch council duties.

    HQ duties are duties performed on Habbo that directly support HQ operations. Examples include manning HQ stations and hosting trainings.
    • SoW points for trainings are awarded based on the number of sessions hosted, regardless of the number of attendees.
    • Point values for HQ duties are determined by the National Security Council (NSC) in consultation with the Office of the Secretary of Defense (OSD).
    Office-specific duties are exclusive to members of a specific office. Only office personnel may complete them and claim points for doing so.
    • The point values for office-specific duties are set by the appropriate member of the Joint Staff Directorate (JSD), with prior approval from the NSC.
    Branch council duties are available to members of the relevant branch council. They include responsibilities such as planning and hosting USDF-wide events, completing administrative or Google Drive-related tasks, and performing Career Counseling & Personnel Development duties.
    • Point values for branch council duties are set by the respective Branch Chief, subject to prior approval from the NSC.
    All active point values shall be listed on the PTS.

    Section 2. Submission and Confirmation Process
    Upon completing a qualifying duty, personnel must submit their points through the PTS Work Tracker Submission page.

    Personnel cannot earn points for unsubmitted work completed in previous SoW weeks.

    SUBSECTION 1. HQ Duties
    HQ duties involving the manning of HQ stations must be confirmed by either one Commissioned Officer or two Warrant Officers (WOs) who have completed FEAT {Z}.
    • Confirmations by Officer Selectees are equivalent to those of Commissioned Officers, provided that the Officer Selectee has completed FEAT {Z}.
    • Confirmations by Officer Candidate School (OCS) candidates, Branch Head Non-Commissioned Officers (BHNCO), and Office Head Non-Commissioned Officers (OHNCO) are equivalent to those of Warrant Officers.
    Personnel who skip the confirmation process shall have their submission voided and may face disciplinary action for falsification.

    SoW points claimed for hosting trainings do not require confirmation; however, the sessions must be posted on the Manual PTS (MPTS) or the PTS.
    • This provision does not apply to submissions for Failed FEAT {B}, Failed FEAT {S}, and Failed IRDT. Personnel claiming points for these duties must obtain confirmation from a Commissioned Officer. The confirmation must be obtained through screenshots in accordance with the screenshot policy outlined in Section 3, Subsection 1 of this Chapter.
    All confirmations must be obtained in 30-minute (0.5) increments. You should list the submissions on PTS in 0.5 hour increments, but you may not submit for more than 2.0 hour increments.

    Personnel eligible to issue confirmations should exercise discretion when confirming shifts and may decline to confirm individuals who demonstrate consistent inactivity during their shift.
    • Eligible personnel may be held liable for the accuracy and integrity of their confirmations and may face disciplinary action for negligent or dishonest confirmations.
    • Commissioned Officers may, at their discretion, void shifts for personnel who are consistently inactive. Disciplinary action may also be taken in severe or repeated instances.
    HQ duties may be confirmed through the #duty-confirmation channel on Discord, provided that the screenshot guidelines outlined in Section 3, Subsection 1 of this Chapter are followed.
    • Screenshot confirmations may only be issued by Commissioned Officers.
    SUBSECTION 2. Office-specific Duties and Branch Council Duties
    Members of the JSD are responsible for ensuring that SoW standards are clearly communicated and readily accessible to all personnel under their command.
    • Personnel must be familiarized with the SoW directives as part of their office onboarding process.
    Office-specific duties that require confirmation shall be confirmed by the relevant member of the JSD, who may delegate this authority to subordinate command members, provided that the chain of command is not infringed upon.

    Members of the JSD shall have the authority to grant bonus SoW points for office-related duties without prior approval.

    Branch council participation shall have no minimum point requirements or point-based penalties.

    Branch council duties that require confirmation shall be confirmed by the relevant Branch Chief or the Branch Adjutant, who may delegate this authority to:
    • The BHNCO; or,
    • Relevant division Director or Assistant Director.
    Section 3. Documentation and Tracking
    SUBSECTION 1. Screenshots
    Personnel are recommended to save screenshots as evidence of completing a qualifying HQ duty.

    To be considered valid, screenshots must clearly display visible chat history and system clock timestamps for:
    • The time at which the shift was started,
    • The mid-point timestamp, and,
    • The shift conclusion timestamp.
    Personnel completing an HQ shift using a mobile device may be confirmed through screenshots. To be considered valid, screenshots must clearly display:
    • The announcement of the shift's start,
    • The mid-point of the shift, and,
    • The time the shift was completed.
    • If the system clock is not visible, the HQ bot's announcement confirming shift completion may be used as an alternative.
      • If the individual performing a shift on a mobile device disconnects, they must include screenshots of the system clock.
    SUBSECTION 2. Submission Tracking
    All submitted SoW points shall be tracked on the Global Work Tracker located on the PTS.

    All E4+ personnel shall receive a unique PTS account upon joining an office, which must be used exclusively for SoW point submissions.
    • Personnel are responsible for safeguarding their account credentials with the highest level of security. Account compromise or unauthorized sharing constitutes a violation punishable under Article 9 of the Uniform Code of Military Justice (UCMJ).
    The Global Work Tracker is automatically updated, and shall be monitored by each respective office's Assistant Directors.
    • Submitted points shall be immediately reflected on the Global Work Tracker; however, they may be subsequently removed if determined to be questionable or unconfirmable.
    • Personnel who believe their points are incorrect must follow the chain of command within their office to resolve the matter.
    Personnel are encouraged to keep external records of their SoW points using a spreadsheet to assist with any point discrepancy discussions.
    • Personnel without external records may be ineligible for retroactive point adjustments.
    Forging and falsifying points is strictly prohibited and constitutes a serious breach of the UCMJ.

    Section 4. Standard of Work Pay
    Personnel earn coins through Standard of Work at a 10:2 conversion rate, where 10 SoW points equal 2 coins.

    Pay shall be distributed on the first weekend of each month.
    • Personnel who have been discharged are ineligible for SoW pay during the pay period in which their discharge occurred.
      • Reinstatement does not restore eligibility for retroactive compensation.
    • Officeless personnel are ineligible to receive performance pay.
    SUBSECTION 1. Top Performers Program
    The top 5 performers in the SoW system, as recorded on the global work tracker, will be designated as Top Performers and receive additional bonuses in addition to their standard pay.

    Active bonus rewards for top performers shall be outlined in Table 2. Top Performer Rewards.

    Section 5. Violation Penalties
    Failure to meet weekly SoW requirements shall result in disciplinary actions as determined by the relevant member of the JSD.

    All infractions shall remain on the official record for 30 days of active duty from the date of issuance.
    • Personnel on approved leave will have their 30-day penalty period paused, with the countdown resuming upon return to active duty status.

    Disciplinary actions outlined in Table 3. Progressive Disciplinary Actions for non-completion of the SoW do not have to be implemented in consecutive order.
    • Members of the JSD+ shall retain the authority to remove personnel at their discretion, regardless of prior infractions.
     
    CHAPTER 2. ACTIVITY POINTS
    Section 1. System Overview
    Activity Points (APs) are awarded to personnel who demonstrate exceptional performance and pro-social behavior while serving in HQ positions. This recognition system incentivizes excellence beyond standard duty requirements.

    SUBSECTION 1. Eligibility & Requirements
    Personnel ranked E4-W5 who are in an office may be awarded Activity Points.

    Activity Points are awarded exclusively for contributions to HQ performance and are granted at the discretion of the authorized issuing member.

    The authority to issue Activity Points shall be vested in:
    • Commissioned Officers, who may issue up to 20 APs per day;
    • Warrant Officers, who may issue up to 10 APs per day; and,
    • Branch Head Non-Commissioned Officers, who may issue up to 10 APs per day.
    Personnel eligible by rank to issue APs must have completed FEAT {Z}.

    SUBSECTION 2. Imposed Limitations
    All Activity Points must be awarded in accordance with provisions established in Chapter 2, Section 2 of this Regulation. Points awarded in violation of these provisions are subject to nullification.

    Authorized personnel may only issue Activity Points to individuals of a lower rank.

    Authorized personnel may only award Activity Points to the same individual once per day.

    Personnel may only receive APs for contributions made in the HQ. APs may not be awarded for Office and Branch council performance.

    Section 2. Awarding Process
    SUBSECTION 1. HQ Awarding
    Issuing personnel shall announce recipients out loud in the HQ. The awarding and receiving parties must be present in the HQ at the time the AP is issued.

    Commissioned Officers must use the HC blue chat color when announcing recipients. WOs and BHNCOs shall use the non-HC blue chat color.​
    • Commissioned Officers without HC shall use the non-HC blue chat color.
    The Duty Desk Operator (DDO) is recommended to echo all AP recipients.

    SUBSECTION 2. Submission and Tracking
    Personnel who have issued an Activity Point must log the AP immediately after issuance.

    APs shall be logged through the PTS. Authorized personnel may use the Insert Records option or the Activity Point Multi-Poster.

    Section 3. High Achievers Initiative
    The top 5 personnel who have been awarded the most Activity Points, as per the Global Work Tracker, shall be recognized as High Achievers.

    High Achievers shall be awarded an additional bonus outlined in Table 4. High Achiever Bonuses.

    CHAPTER 3. OTHER INITIATIVES
    Section 1. Performance-Based Initiatives
    SUBSECTION 1. In the Spotlight Initiative
    In the Spotlight is a monthly initiative led by Senior Command to recognize exceptional and dedicated individuals.

    Personnel selected and recognized by Senior Command as part of the In the Spotlight initiative shall be awarded the non-HC Medal Ribbon. Recipients are authorized to wear this ribbon in HQ during the month of their recognition, provided they adhere to any additional conditions outlined in Regulation 2: Standing Orders for Dress.

    Recognized personnel may join the [USDF] Distinguished Service badge.

    The selection criteria and process for the In the Spotlight initiative shall be internally regulated by the Office of the Secretary of Defense (OSD).

     
    SUBSECTION 2. Performance-Based Badges
    Eligible personnel shall have the option to join and display unique groups provided that conditions outlined in Table 5. Performance Badge Information and Display are met.

    Badge membership shall remain active until the conclusion of USDF employment. Members who resign and return are permitted to rejoin the badge.
    The badge may be displayed in HQ, positioned above the Personnel ID badge.
    [USDF] Distinguished ServiceAny service member recognized through the In the Spotlight initiative is authorized to join the [USDF] Distinguished Service badge.
    Badge membership shall remain active until the conclusion of USDF employment. Members who resign and return are permitted to rejoin the badge.
    The badge may be displayed in HQ, positioned above the Personnel ID badge.

    Section 2. Miscellaneous Initiatives
    SUBSECTION 1. Service Time Rewards
    Personnel may receive a bonus upon reaching designated service time milestones. Active bonuses shall be outlined in Table 6. Service Time Bonuses.

    Service time bonuses shall be claimed directly from the individual's Branch Chief within 7 days of receiving the corresponding Service Stripe. 

    Service time bonuses are a one-time benefit and may be claimed only once during a member’s USDF career.

    SUBSECTION 2. Joint Services Support
    The Joint Services Support (JSS) initiative provides eligible personnel with access to various uniform-related entitlements and account support.

    Any member holding the rank of E4 or higher may submit a request through JSS for the following:
    • Uniform items (e.g., medals, covers, boots)
    • Office accessories
    • Regulated hairstyles (within reason and in accordance with Regulation 2: Standing Orders for Dress)
    • Reparations for items lost due to a banned or compromised account
    Further information on the JSS shall be outlined in a dedicated thread on the forums, which shall be maintained by relevant members of the Senior Command.

    SUBSECTION 3. Branch Donations
    Personnel and civilians who have not been dishonorably discharged may receive branch-specific donation badges by donating at least 25c to the corresponding Branch Chief.

    Funds collected through branch donations shall be allocated to branch events.
    • The OSD may use funds gathered through branch donations as emergency resources.
    Each Branch Chief shall have the authority to grant special privileges to individuals holding the Branch Donor Badge. Such privileges shall be applicable solely within the context of branch-sponsored events. 
    • Special privileges are determined at the discretion of the Branch Chief; however, they may not contradict standing regulations.
