CHAPTER 1. GENERAL REGULATIONS
Section 1. General Provisions
The following guidelines are set in effect across all USDF communication platforms for the purpose of personnel safety and military standards.
Communication on all platforms is subject to oversight by the National Security Council (NSC) or the Office of the Joint Staff Inspector General (OJSIG).
- Violations of any policy on non-Habbo communication platforms should be reported to the OJSIG via an Action Request Form (ARF).
Personnel involved in any form of verifiable misconduct pertaining to USDF affairs on any external platform may be subject to disciplinary action per the Uniform Code of Military Justice.
SUBSECTION 1. Two-Factor Authentication
Two-Factor Authentication (2FA) is a security process requiring users to provide two forms of verification to access an account.

- All personnel who are ranked O1+ or are actively within Officer Candidate School (OCS) must have a form of 2FA enabled on all USDF-related accounts.
It is recommended that all personnel, regardless of rank, enable 2FA on all USDF-related accounts.
- Personnel may elect to utilize any 2FA program they see fit to fulfill these requirements.
Section 2. Conduct and Courtesy
Official USDF communication platforms that exist outside of Habbo should be treated with the same level of respect and severity as the Habbo client. As such, the following provisions are in place to ensure that USDF remains a safe and welcoming community. Any violations of the following provisions will result in disciplinary action as outlined in the Uniform Code of Military Justice (UCMJ).
Personnel must:
Official USDF communication platforms that exist outside of Habbo should be treated with the same level of respect and severity as the Habbo client. As such, the following provisions are in place to ensure that USDF remains a safe and welcoming community. Personnel must:
- Maintain respect for all personnel, regardless of rank, position, or disciplinary standing,
- Maintain operational security (OPSEC) at all times,
- Information received in specific channels may automatically considered OPSEC. If personnel have questions on security levels, they should reach out to the relevant command member.
- Adhere to all USDF regulations and procedures,
- Avoid excessive, defamatory, abusive, and/or offensive use of profanity,
- Instances of profanity must not exceed a PG-13 rating.
- Avoid gossip and maintain professionalism,
- Avoid sharing any form of offensive, inappropriate, malicious, or illegal content; and,
- Not share personal information other than first name.
- Personnel should only share their first name by personal choice. Any coercion to share personal information should be reported to the OJSIG.
CHAPTER 2. DISCORD REGULATIONS
Section 1. General Provisions
The United States Defense Force employs Discord to provide personnel with easy and timely communication of essential information.
The only official external platform relating to Discord is the official USDF Discord server.
All personnel at and above the paygrade E4 (including selectees) are required to hold a Discord account and be a member of the official USDF Discord server.

- Personnel shall be instructed to create a Discord account and join the official USDF Discord server during their E4 Training.
The National Security Council (NSC) reserves the right to add or remove personnel to or from masking at will.
- The Office of the Secretary of Defense (OSD) is permitted membership in channels concerning their portfolio with approval from the NSC.
Personnel may not block or ignore members of command or members of OJSIG, USSOCOM, JSD, OSD, or NSC.
- If personnel are found in contempt of the previous provision, an Action Report Form (ARF) must be filed ththe PTS to alert OJSIG.
SUBSECTION 1. Official Communication
Official communication is any message or discussion that relates to USDF affairs, operations, policies, or personnel matters and must take place in properly monitored channels with appropriate command oversight.
Official communication must follow USDF regulations at all times.

- Each channel or thread must include the respective NSC and OSD chain of command.
- Formal interviews and personal counselling sessions may take place in private messages.
OSD and JSD personnel may create private threads necessary for their office/portfolio/branch operations.
- Personnel with access to private threads may not invite other roles or individuals without the permission of the relevant JSD+ member.
- Members of the NSC may archive threads at their own discretion.
Recording conversations within voice channels is strictly prohibited.
- Exemptions may be made to this rule for live stream commentaries, with approval from relevant members of the OSD.

- Adhere to Discord's Terms of Service,
- Adhere to individual channel guidelines,
- Channel guidelines set by relevant members of the JSD+ shall be considered extensions of this Regulation; however, such guidelines may not contradict the provisions established in this or any other Regulation.
- Enable direct messaging from members of the USDF Discord server,
- Enable friend requests from members of the USDF Discord server,
- This provision shall not apply to members of the NSC.
- Ensure all elements of their Discord profiles are in good taste and appropriate; and,
- Discord profiles must not violate any USDF regulations nor The Habbo Way.
- Ensure their USDF Discord server nickname matches their Habbo username.
- No variations of username spelling are permitted.
- Personnel may choose to include their rank, position, or other relevant information in their nickname.
Personnel should:
- Hide any personally identifiable information (PII) on their Discord account.
- Refrain from pinning excessive or irrelevant information.

The use of Discord's soundboard feature will be regulated as follows:

- Custom sounds must adhere to Discord's Terms of Service and Community Guidelines.
- OSD+ will screen custom sounds to ensure they do not break any USDF regulations or Discord guidelines.
- Custom sounds that do not meet compliance requirements are non-refundable.
- Personnel must refrain from spamming Soundboard sounds while in voice calls.
- Misuse of the Soundboard shall result in the revocation of Soundboard privileges.
- Soundboard shall only be available in spamlarking voice channels.
- All non-USDF Soundboard sounds shall be disabled.
CHAPTER 3. FORUMS REGULATIONS
Section 1. General Provisions
The United States Defense Force employs the Forums as the primary host of operational information and to store essential information over long periods of time.

- All personnel at and above the paygrade of E4 (including selectees) are required to hold a USDF Forums account.
- Personnel must be instructed to create a Forums account and join the official USDF Discord server during their E4 Training.
- Forums accounts must be reviewed, approved, and activated by members of the USDF Senior Command.
- The National Security Council reserves the right to manage, moderate, or modify the Forums at will.
- This includes adding or removing personnel from the Forums.
- Personnel with Forums access are expected to utilize them only within their authority and reason.

- Guidelines set in place within individual boards are considered a subset of this regulation.
- Ensure all elements of their Forums profile are in good taste and appropriate.
- Forums profiles must not violate any USDF regulations or The Habbo Way.
SUBSECTION 1. Registration Information
Upon registering an account on the United States Defense Force forums, you agree to follow all regulations and procedures. Furthermore, all modern-day forums have the same administrative functions; the forum software provides members who have administrative access to members' IP addresses. This function is only viewable by:
- The Secretary of Defense (SecDef)
- The Deputy Secretary of Defense (DepSecDef)
- The National Security Advisor (NSA)
As part of our internal security initiative, the USDF employs numerous legal and safe practices to uphold the safety of our organization. With that, through the forum admin panel, there is an option to show members who may have similar IP addresses. Those who match IP addresses may be questioned and monitored until a proper investigation is completed. This is only done to ensure there are no malicious individuals attempting to undermine our organization or threaten the safety of its personnel.
At no time will your IP address be shared outside of the individuals listed above, and it will never be sold to or shared with any foreign third parties or allies.

SUBSECTION 2. Account Rights & Access
Upon registering an account on the United States Defense Force forums, you automatically agree to the USDF Registration Agreement. Furthermore, you are granted access (which can be revoked at any time) to use said board, subject to and in accordance with our regulations and procedures while in active service of the United States Defense Force or if granted VIP status.
The Office of the Secretary of Defense reserves the right to (within reason) restrict, disable, or ban any forum account should they consider that:

- Our regulations and procedures have or may have been breached;
- There has been fraudulent, unlawful, or abusive activity; or
- It is necessary in order to prevent and/or stop any harm or damage to the United States Defense Force, its personnel, or forum guests (VIPs)
Notwithstanding anything to the contrary herein, you acknowledge and agree that these terms are non-negotiable or prone to editing without the explicit consent of the National Security Council in its entirety. Furthermore, you acknowledge and agree that any form of account abuse and/or unauthorized access will subject the offender(s) to an immediate dishonorable discharge.
SUBSECTION 3. VPNs and Proxies
Personnel wishing to use services such as a proxy or VPN on our forums are permitted to do so. The USDF always recommends our personnel take the necessary steps to ensure their personal safety is intact.
If there is a good reason to, such as if an individual was applying to a position with a high security clearance (or at the discretion of the SecDef, DepSecDef, or NSA), they will be requested to turn any IP-blocking services off temporarily. Please note that this is only a request. This means that you have the right to refuse to turn off these services; however, this may affect your standing for the position.

- The SecDef, DepSecDef, and NSA may compel a user to temporarily or permanently disable any VPN or Proxy software/tool they are using (within justifiable reason) for inspection or within the course of an investigation.
CHAPTER 4. GOOGLE WORKSPACE REGULATIONS
Section 1. General Provisions
The United States Defense Force employs the Google Workspace as the primary location for office management and tasks.
Personnel ranked E4+, including selectees, are required to hold a USDF Gmail account.

- USDF Gmail accounts should follow the format habbonameusdf@gmail.com.
Personnel must access the USDF Google Drive folders only through USDF Gmail accounts as granted by command for official work.
Personnel must maintain organized folders, transfer file ownership to the USDF Technology Google account, disable sharing, and refrain from downloading any files or folders.

- Google Workspace accounts must not violate any USDF regulations or The Habbo Way.
- Avoid deleting, cluttering, or otherwise disorganizing USDF Google Drive folders without approval from the proper chain of command.
CHAPTER 5. EXTERNAL PLATFORMS
Section 1. General Provisions
Personnel must not conduct official USDF affairs on any external platforms outside of designated official channels. Use of unofficial external platforms is at personnel's own risk, as USDF does not actively monitor or enforce regulations on such platforms and cannot guarantee personnel safety.
Personnel involved in verifiable misconduct relating to USDF affairs on any external platform shall be subject to disciplinary action under the UCMJ. The NSC reserves the right to investigate or delegate investigation of severe situations that may affect personnel safety, security, and well-being, regardless of platform status.
Personnel must not conduct official USDF affairs on any external platforms outside of designated official channels. Use of unofficial external platforms is at personnel's own risk, as USDF does not actively monitor or enforce regulations on such platforms and cannot guarantee personnel safety.
