Regulation 12: Communication Platforms

CHAPTER 1. GENERAL REGULATIONS
All non-Habbo official communication accounts are considered a privilege. Communications on all platforms are subject to oversight and disciplinary action from the governing party. Violations of any policy on non-Habbo communication platforms are to be reported normally to the OJSIG through an "Action Request Form" which can be submitted through the "ACTION" button on the PTS. Non-compliance may result in disciplinary action at the discretion of OJSIG or NSC.
The email account used for registration on all official USDF platforms for communication MUST follow the format habbousernameusdf@gmail.com It is strongly recommended that personnel use Gmail for their USDF email accounts due to the heavy use of Google Drive surrounding office affairs; all personnel should be instructed to create a USDF-specific email account at the time of their promotion to pay-grade E4.
All personnel who are MIDN/OC and O1+ must have some two-factor authentication (2FA) on all USDF related accounts. Though this is required for those listed previously, it's recommended that all personnel follow suit, though it's not required. There are multiple two-factor authentication programs available for use (Google Authenticator, Authy, etc.) if you choose not to use the ones below. The following are guides on how to enable 2FA:

Discord accounts are given to personnel for the easy and timely communication of essential information. All personnel at and above the paygrade E4 (including JNCO/SEL+) are required to hold a Discord account.
All official communications must take place within properly monitored channels and may not occur in private group chat messages, with the exception of formal interviews and counseling sessions. Discussions must be conducted in designated official channels or threads. Each channel or thread must include the respective NSC and OSD chain of command.

Subsection 1. Discord

Discussions must be conducted in designated official channels or threads. Each channel or thread must include the respective NSC and OSD chain of command.
Personnel may not block or ignore other members of command or members of OJSIG, USSOCOM, JSD, OSD & NSC or they will be subject to disciplinary action. In the event the aforementioned is being abused, take the necessary steps and submit an ARF through our PTS to report the individual to OJSIG.
The National Security Council (NSC) reserves the right to add or remove any individuals they see fit to or from any masking at will. The members of the Office of the Secretary of Defense (OSD) are permitted membership to channels concerning their portfolio with the approval of the NSC. Members of the Joint Staff Directorate (JSD) and higher will generally be awarded Discord administration powers at the discretion of the NSC.

Members of the Joint Staff Directorate (JSD), and Office of the Secretary of Defense (OSD) may create private (invite-only) threads necessary for their office/portfolio/branch operations. Members of the National Security Council (NSC) may archive threads at their own discretion. Personnel with access to private threads may not invite (tag) other roles or individuals without the permission of their relevant JSD+ member.
Subsection 2. Forums
Forum accounts are given to personnel for the communication of essential information and primary host of operational information for the USDF. All personnel at and above the paygrade E4 are required to hold and maintain a forum account.
Personnel will be instructed on how to create a forum account upon their promotion to the paygrade E4. Forum accounts must be approved and reviewed before activation by forum administrators (members of USDF senior command).
The NSC reserves the right to award/revoke forum powers; delete, move, or otherwise modify posts; and manage accounts and boards at will. Personnel who have been awarded forum powers are expected to only utilize them within their authority and within reason.
Subsection 3. Google Drive
Access to USDF Google Drive folders is awarded by the appropriate chain of command to individuals as needed per their involvement in office work and side projects. Personnel are invited to contribute to folders through their USDF email account.
Subsection 4. External Platforms
No external platforms (such as non-USDF Discords, AIM, Skype, etc.) should contain any official USDF affairs per USDF's Discord guidelines in Subsection 1 aforementioned above. You are to use any non-official USDF platforms at your own risk. USDF will not actively monitor or enforce regulations on any non-official USDF platforms and are limited to guaranteeing your safety in said areas. Personnel involved in any form of verifiable misconduct pertaining to USDF affairs on any external platform may be subjected to disciplinary action. In rare occurrences, the National Security Council (NSC) reserves the right to task the appropriate parties to investigate severe situations that may affect the safety, security and well-being of personnel, regardless of whether the platform is official or not.
CHAPTER 2. CONDUCT AND COURTESY
Subsection 1. General Guidelines
The following guidelines are set in effect across all USDF communication platforms for the purpose of personnel safety and military standards. All platforms are subject to oversight, moderation, and disciplinary intervention if necessary in accordance with Regulation 8: Uniform Code of Military Justice. The following general guidelines must be enforced:
- Maintain respect for others. This includes those who have been subject to discharges, demotions, demerits, etc; personnel should avoid engaging in gossip and remain professional.
- Maintain operational security (OPSEC). Information handed out in specific channels may be automatically considered OPSEC; refer to the appropriate command for OPSEC level details and Regulation 11: Intelligence and Operational Security for clarification. Violations of OPSEC will be dealt with equally in concordance with UCMJ 17a with no regard to severity.
- The use of profanity is permitted so long as it is not excessive, directed towards others, and does not carry defamatory, offensive, or abusive words. Content should be regarded as PG-13 at all times.
- No links to external websites or other references that contain offensive or inappropriate content may be shared.
- No sharing of malicious or illegal content in any form.
- No personal information on any profile may be shared. This includes last name, Skype name, phone number, or other personal information. First names are acceptable.
- It is recommended that all personnel hide their personable identifiable information (PII) on their Discord accounts. Discord "Connections" and "profile pictures" are strongly recommended to be hidden. Ultimately, it is the user's discretion who accepts all risks of their own PII.
- Personnel are permitted to display their Discord "Connections" on their Discord profile at their own risk. Personnel must keep in mind that malicious individuals may reverse-search any information displayed and uncover sensitive personal information.
- All regulations and procedures apply to this Discord server and must be followed. Any violations will result in disciplinary action being taken against you.
- Direct messages on the USDF server must be enabled.
- On PC: right click the server icon > privacy settings > allow direct messages. On mobile: hold down on the server icon, tap on "Allow direct messages from server members." NSC is exempt
- Allowing friend requests from server members must be enabled. NSC is exempt.
- User roles can be mentioned should you require them by using the @ symbol. This will notify everyone in the user role of your message. This feature must not be abused; only ping user roles if you need them. Any abuse will be subject to the Uniform Code of Military Justice.
- Adhere to individual channel rules. Each channel, for each office or other group, may set its own internal guidelines for conduct, which must be followed and considered a subset of this Regulation.
- Refrain from pinning messages, especially those non-important to the operation of the channel in question, without the permission of the appropriate chain of command.
- All elements of Discord profiles must be in good taste and appropriate. They will not violate any of USDF's conduct regulations nor The Habbo Way.
- Your USDF Discord nickname must be changed to reflect your Habbo username. No variations in your name will be accepted or permitted, including zalgo. To change your name, right click on your name in the user list and click "Change Nickname".
- Adding your rank and/or position is permitted
- Personnel must adhere to Discord's terms of service agreement while using USDF's Discord server, this includes personnel not being allowed to use plugins on their client.
- Custom sounds must adhere to Discord's Terms of Service and Community Guidelines.
- Custom sounds will be screened by OSD+ to ensure that they are appropriate. There will be no refunds for custom sounds deemed inappropriate.
- Members will refrain from spamming Soundboard sounds within voice channels. Misuse will result in revocation of the Soundboard ability.
- Soundboard will be available within General/Spamlarking/Gaming/Private voice channels only. The Soundboard feature will not be used in Branch/Office or other official voice channels.
- Soundboard access will include default sounds and any custom sounds uploaded to the USDF Discord server. External non-USDF Discord server sounds will be disabled.
- Adhere to individual board guidelines. Each board may set its own internal guidelines and will be considered extensions of this Regulation.
- Each office is required to have a regularly updated and organized Google Drive.
- All files, folders, and content in the folder MUST be transferred to the USDF Technology account to ensure that leadership change does not hinder Drive usage.
- Ensure "sharing" is turned OFF. Only personnel who have been added to the Drive should be allowed to see it. To ensure that sharing is off, look under the sharing settings for the folder in question and verify that link sharing is indicated as off.
- Only members authorized to certain drive access may be permitted at the discretion of the leading authority.
- NO files or folders may be downloaded from Google Drive. Doing so will result in disciplinary action.
